1. Circular 56/2005 of 3 October 2005 determined that schools must spend 60% of their norms and standards allocation on textbooks.
2. All schools must ensure that every learner has a textbook for each learning area or subject.
3. Section 21 schools receive their norms and standards allocation for the 2006/2007 financial year in two payments, namely 60% in April and 40% in November. Learning and teaching support material (LTSM) should have been purchased with the first instalment, which was paid over during April 2006, so that it would be available before the end of September 2006.
4. The total amount for textbooks for all non-Section 21 schools, according to the school budgets (WCED 032), amounts to R60,53 million. On inspection it was found that only R33,04 million had been spent on textbooks by 27th September 2006. Some schools require the parents to purchase textbooks for the learners themselves, although the WCED provides funds to schools for the purchase of textbooks.
5. Non-Section 21 schools should note that N & S allocations specified for textbooks and local purchases respectively, must in future be used only for their original purpose. No movement of funds from the allocation for textbooks to the allocation for local purchases will be allowed.
6. The Western Cape Education Department must continuously report on the application of the total budgeted amount for LTSM to the national Department of Education. It is thus imperative that schools spend the amount which, according to WCED 032, has been budgeted for the purchase of textbooks on textbooks by no later than 16 October 2006. These requisitions (WCED 034) must therefore be submitted to the order office in Kuils River by no later than 16 October 2006.
