1. This circular replaces Circular 58/2000.
2. Schools wishing to add to or reduce the number of grades or subjects offered or to change the current language of instruction for grades R to 9 or grades 10 to 12, are to use the attached application forms.
2.1 Principals must submit their applications on the relevant form to their circuit manager by 31 May of the year preceding the envisaged change.
2.2 The circuit manager must send the completed form to the Subdirectorate: Institution Management for the attention of Mr J. Solomons by no later than 30 June of that year.
3. The WCED will inform the schools of the result of their application by 31 August of that year. As soon as the learner enrolments have been finalised, the principals must confirm the numbers with Head Office via their circuit managers.
4. Principals, circuit managers and EMDC directors are requested to adhere strictly to the above dates, as late applications will not be considered.
5. PROCEDURE:
1. School principal (acting with the support of the governing body of the school)Submits a fully substantiated application to the circuit manager on the prescribed form
2. Circuit managerComments on the application. Does the necessary investigation regarding the proposed grade(s) to be introduced (e.g. the availability of laboratories, classrooms, personnel, impact on neighbouring schools, etc.). He or she makes a recommendation and sends the application to the EMDC director.
3. EMDC directorConsiders the application and makes a recommendation to Head Office.
4. Directorate: Logisical ServicesRegisters the application and schedules it for submission to the committee for evaluation and a decision on the basis of the availability of funds.
5. Directorate: Personnel ManagementThe Directorate: Personnel Management receives a copy of the application and indicates the availability of funds for required posts.
6. Directorate: Logistical Services draws up submission to relevant Chief Director for consideration1. Chief Director convenes evaluation committee to advise. 2. Relevant Chief Director decide on application.
7. Directorate: Logistical ServicesInforms school of the funds available for LTSM and equipment.
8. Directorate: Personnel ManagementInforms school of the additional posts available, if any.

6. The above procedure is necessary as the WCED must evaluate the total education provision in the province before approving any change to the number of grades, language of instruction or subject choices at a particular school.
