1. The Western Cape Education Department (WCED) is undertaking a special project to supply a textbook per learner for each of the following:
Languages: Home Language Grade 11
Languages: Afrikaans First Additional Language Grades 8, 9 and 11
Languages: English First Additional Language Grades 8, 9 and 11
Mathematics Grades 8 and 9 
Mathematics or Mathematical Literacy Grade 11
Physical Science Grade 11
Natural Science Grades 8 and 9
2. This project supports the implementation of the National Curriculum Statement (NCS) in Grades 8, 9 and 11 in 2007 and, in particular, promotes effective learning and teaching in Languages, Mathematics and Science. Schools were notified of this project in Curriculum Development Minute 0039/2006 and teachers were encouraged in Curriculum Development Minute 0057/2006 to peruse textbooks at the NCS courses during the June/July vacation.
3. Attached please find the following:
Addendum A Lists of books for specified 
subjects in Grades 8, 9 and 11
Addendum B Criteria used for selecting books for Grades 8, 9 and 11
Addendum C Requisition form
Addendum D Textbook Retrieval Form
4. A selection team consisting of departmental officials and teachers has screened the books using a range of criteria, including compliance with the NCS. Books must be selected from the attached lists (Addendum A). The WCED will not pay for books that are not selected from these lists.
5. Schools should make their selection for each subject and notify the WCED by completing the requisition form (Addendum C). This requisition form requires schools to do the following:
  • Choose 2 titles in order of preference (1st choice and 2nd choice) for each subject.

  • Provide the number of learners expected for each subject in 2007.

  • Provide the number of classes expected for each subject in 2007. Note that the order for Grade 11 in 2007 should not exceed the Grade 11 enrolment for 2006 by more than 8% unless a special motivation is sent to the Director: Curriculum Development and is approved before 8 August 2006.

  • Nominate one approved book supplier, who will then be contracted by the WCED to effect delivery. An updated list of approved book suppliers was given in Logistical Services Minute 0014/2006 of 19 April 2006.

6. The requisition form, Addendum C, and the retrieval plan, Addendum D, must be signed by the principal and chairperson of the sub committee and returned by no later than noon on Tuesday, 8 August 2006 to the following address:

Please note that no late orders will be paid for by the WCED.

7. Once the books have been supplied, they must be included in the school’s inventory and supplied to learners on the first day of school in 2007. Learners must be instructed on how to care for the books and a plan must be put in place for the retrieval of the books at the end of the year. WCED officials will be required to monitor the implementation of these requirements when they visit schools.
8. The WCED is pleased to provide these textbooks to schools and trusts that they will be used well to further the quality of learning and teaching in these key subjects.
