1. When a school is to be closed or re-located, the Director of the Education Management and Development Centre (EMDC) must ensure that the following procedures are followed:
1.1 The EMDC director must notify the Directorate: Physical Resource Planning (DPR) in writing that a certain property (site, school building, hostel) will no longer be required by the EMDC district for educational purposes. Such notice must be given at least four calendar months before the property is vacated.
1.2 The EMDC must appoint an administrator to take stock, decide on how to dispose of funds and moveable assets and arrange for the payment of accounts, etc.
1.3 The EMDC must ensure that the municipal services fees (for water, electricity and refuse removal, etc) have been paid in full before the property is relinquished.
1.4 Should the EMDC be unable to complete the above procedures before the property is vacated, then the EMDC must make funds available for the appointment and remuneration of security guards to ensure that the property involved is kept secure until five working days after the property has been officially returned to the DPR.
2. When unused and/or under-used school buildings and sites have been relinquished by an EMDC, the following procedures will be followed:
2.1 The property will first be offered within the Western Cape Education Department (WCED) to the three Branches, i e Operational Management, Education Planning and Development, and Corporate Management.
2.2 Requests to acquire the property will be received by the DPR, which, in turn, will prepare a submission for the Head: Education, with a recommendation either to retain the property for future use by the WCED or to return it to the Department of Transport and Public Works (DTPW) (Chief Directorate: Property Management).
2.3 Should the property be relinquished to the DTPW, the DPR will notify the DTPW, at least 3 months before it is vacated, of the return of the property.
2.4 Should the WCED be unable to complete the above procedures before the property is vacated, funds to appoint and remunerate security guards must be appropriated by the programme manager of Programme 2, and any buildings involved, kept secure until five working days after the property has officially been returned to the DTPW.
