1. This circular is a follow-up on Circulars 001/20060019/2006  and  0024/2006 which deals with the election of governing bodies for public schools in 2006.
2. An agreement has been reached between the Department of Education (National) and the Independent Electoral Commission (IEC), that the latter would assist schools in the provinces during the governing body elections.
3. The Western Cape Education Department (WCED) and the IEC in the Western Cape have agreed that the IEC will assist schools in the process of electing governing bodies. The IEC will not take over the responsibility of the electoral officer appointed by the school (principal so appointed), nor will it take over the responsibility of the circuit manager or the EMDC Director.
4. The Department of Education has requested that the names and particulars of the members of the newly elected governing bodies be forwarded to them immediately after the elections. Principals of schools are therefore requested to do the following:
(a) submit the dates of their election meetings to Mr I Morkel at Head Office, as well as to their EMDC;
(b) provide the names and particulars of elected persons on the form attached to Circular 0019/2006 dated 20 April 2006 to the IEC officer, to the EMDC and to Mr Morkel at Head Office ; and
(c) provide the names and particulars of the office-bearers to the EMDC and to Mr Morkel at Head Office after the governing body’s first meeting. The information to Mr Morkel is to be send to the following address:

5. Principals are reminded that if a quorum for the election could not be obtained at the first nomination and election meeting, a second election meeting must be scheduled according to the procedure indicated in measure 12(2) of the Measures, but in this instance a quorum is not required to continue with the nomination and election meeting.
6. The WCED do realise that the election of governing bodies is a huge exercise and we count on the co-operation of everyone involved to make it a success.
