1. The Western Cape Education Department (WCED) is making a serious attempt at advertising all vacant posts as soon as possible. This also applies to vacant principals’ posts at new schools.
2. If posts of principals at new schools are advertised late, it could, in some cases, lead to serious conflict in, as well as outside, the school.
3. The WCED decided, therefore, that the circuit manager must make the necessary arrangements for advertising the principal’s post as soon as a decision has been taken regarding the date on which the school will open.
4. When advertising the post (drawing up and placing the advertisement), the circuit manager must take into account the following:
  • The particular needs and uniqueness of the school and the community it serves will determine the profile of the envisaged principal.

  • The advertisement must be drawn up in such a way that the criteria for selection and the requirements of the post are clearly stated.

5. The date of the appointment of the successful applicant will be the date on which the school opens. Nominations for the appointment of the said principals’ posts will still be done by the (interim) school governing body. Please note that, where a new public school is established in terms of the South African Schools Act of 1996, or any applicable provincial law, and until the relevant governing body or council of that school is established, the appointment, promotion or transfer in a temporary capacity to any post on the educator establishment must be made by the Head of Department.
6. As the new schools concerned are not reflected on Persal, the information will not appear on the Web. The relevant circuit manager will therefore have to submit the required advertisement form, together with the official notice in respect of the opening of the school, to the WCED so that the personnel office can place the advertisement.
