3. |
ISEBE I-WCED LINDAWONI MALUNGA NOKUPHUNYEZWA KWALE NKQUBO?

3.1 |

I-SPMDS yaqaliswa ukuphunyezwa kwi-WCED ukususela nge-1 Apreli 2004 waza umjikelo wentsebenzo wokuqala waphela nge-31 Matshi 2005.
|
3.2 |
|
Njengamalungiselelo exesha lotshintsho, ithuba lovavanyo lwentsebenzo lenziwa Lalifutshane laziinyanga ezi-6 kumjikelo wokuqala.

|
Zonke iisuphavayiza/abaphathi bamacandelo baye bacelwa ukuba baqinisekise ukuba ukuhlolwa kwentsebenzo novavanyo lwentsebenzo kabini (2) kwenziwe ekupheleni komjikelo wentsebenzo.

|
ISebe i-WCED ngoku likumjikelo wentsebenzo wesibini, ongulo, 1 Apreli 2005 ukuya kwi-31 Matshi 2006, ukususela ekuqalisweni kokuphunyezwa kwale nkqubo. Kulo mjikelo kusetyenziswa iinkqubo zokuhlolwa kwentsebenzo ngokusesikweni kane (4) ngokupheleleyo kwanovavanyo lwentsebenzo. Kodwa ke kuthe ngenxa yeemeko ezivele ngethuba kuphunyezwa le nkqubo ye-SPMDS, kwafikelelwa esigqibeni sokuba kufakelwe izilungiso kule nkqubo ngolu hlobo lulandelayo:

Ukuba intsebenzo yomqeshwa yeyanelisayo

ISIKHOKELO SOMJIKELO KA-2005/2006

4.1 |

Iisuphavayiza/abaphathi bamacandelo mabaqinisekise ukuba oku kulandelayo kugqityiwe ngokubhekiselele kubasebenzi babo:

Iisuphavayiza/abaphathi bamacandelo mabaqinisekise ukuba ii-IPPs nee-IDPs zabasebenzi babo zizibonakalisa kakuhle iimfuno nenqanaba lomsebenzi.

Banako nokuxoxa nezinye iisuphavayiza/abaphathi bamacandelo abakumanqanaba alingana nawabo baxoxe ngee-IPPs nee-IDPs zabasebenzi babo kwizithuba ezifanayo. Kungajongwa iinkcazo zemisebenzi ngokubanzi njengoko zicacisiwe kwiSetyhula 0033/2004 yowe-19 Julayi 2004 kubasebenzi benkonzo karhulumente abakumaziko emfundo.

4.3 |

Kuzo zonke ezi nkqubo, bobabini umqeshwa nesuphavayiza/nomphathi wecandelo mabatshekishe intsebenzo yomqeshwa ngokujonga kwi-IPP ne-IDP rhoqo.

5. |
UKUHLELWA KWENTSEBENZO YOMQESHWA

5.1 |

ISebe i-WCED, njengomqeshi, lihlawula umqeshwa umvuzo wokwenza umsebenzi kwinqanaba elamkelekileyo/nelanelisayo. Ngaphezulu, umsebenzi osebenza ngokwanelisayo ogqibe unyaka omnye (1) kwinkonzo engakhange iqhawulwe kulo notshi ufumana uchatha kumvuzo.

|
Amabhaso okuwongwa nezikhuthazi (incentives) zinikwa xa umsebenzi lowo egqithisile ngokomgangatho nangokobungakanani kumsebenzi ahlawulelwa wona. Ngamanye amazwi, kuphela ngabasebenzi abagqwesayo nabenza igalelo ekuphuculeni ukwenziwa kwenkonzo abaya kufaneleka ukuba bafumane amabhaso nezikhuthazi (incentives).

5.5 |

Kumjikelo ka-2005/2006, umlawuli ngamnye kwaNdlunkulu nakwii-EMDC uya kufumana imali emayabelwe iibhonasi zentsebenzo zabasebenzi bakhe. Kwakufuneka aqinisekise ukuba kwenziwe ukumodareyitha okwandulelayo (pre-moderating) kwaye yi-20% kuphela kubasebenzi abahlelwa njengabasebenza ngaphezu kwenqanaba lomndilili kwanokuba kule nkqubo intsebenzo yabasebenzi kuwo onke amanqanaba ngokubanzi ithathelwa ingqalelo.

5.6 |
|
Abasebenzi abasebenza kumaziko emfundo baya kumodareyithwa kwangaphambili kwizikolo ezisebenzisanayo ezifanayo kufutshane neendawo abenza kuzo inkonzo (employee's service point). Izikolo ezisebenzisanayo ziya kubekwa ngokwamaqela ukwenzela ukuba isuphavayiza esondeleyo enako ukuthetha ngentsebenzo/ukuthethelela intsebenzo yomqeshwa kwiqonga apho kuya kumodareyithwa intsebenzo kwizikolo ezimeko zazo zifana nezabo, umzekelo, abasebenzi benkonzo karhulumente kwisekethe, nabasebenzi beekholeji zeFET. Ziya kulandela iinkcukacha ezingaphezulu ngokumalunga nezikolo ezingamaqela asebenzisanayo emva kokuba kubekho uthetha-thethwano.

UKUBEKWA ESWENI KOKUPHUNYEZWA KWE-SPMDS KWISEBE I-WCED
|
6.1 |
|
Njengomqeshi, i-Sebe i-WCED kufuneka liqinisekise ukuba i-SPMDS isetyenziswa ngumntu wonke kulo kwaye kukwafuneka ukuba liphendule ngokumalunga nalo mba kwamanye amabhunga enkonzo karhulumente abeke iliso.

6.2 |
|
Ngako oko ke, ukuphunyezwa kwe-SPMDS kuwo onke amanqanaba eSebe i-WCED kuya kubekwa esweni kwezi nyanga zishiyekileyo zalo mjikelo wentsebenzo, nokuba kungendlela yeesaveyi okanye yokutyelela amaziko athile akhethwe nakanjani na (random site visits). Iya kuthakazelelwa intsebenziswano yabo bonke abathathi-nxaxheba.
