1. Asasebenza amanqwanqwa onxibelelwano ngemicimbi yezolawulo lwabasebenzi (human resources management) (HRM), njengoko echaziwe kwiSetyhula No. 87/2002 yeSebe leMfundo leNtshona Koloni (i-WCED), yomhla we-7 Agasti 2002.
2. ISebe i-WCED linqwenela ukugxininisa ukubaluleka komgaqo wokuba ijelo lonxibelelwano liqala kuloo ndawo umntu akuyo nokuba imibuzo abasebenzi abafuna iimpendulo malunga nayo mayidluliswe ngabasebenzi kwiintloko zamaziko emfundo okanye zee-ofisi. Iya isanda into yokuba amagosa azibuzele ngokwawo imicimbi yawo ngqo kwi-Ofisi yoMphathiswa, kwaNdlunkulu okanye kwi-Ofisi yezaBasebenzi engaqalanga ayingenise loo mibuzo kwiintloko zamaziko awo okanye kubaphathi bawo.
3. Uyakhunjuzwa ukuba okona imibuzo isiwa kubantu abaphezulu kumanqwanqwa onxibelelwano kungona liya lisiba lide ijelo lonxibelelwano kuze oko ke kubangele ukulibaziseka ekunikeni lowo wenzelwa inkonzo impendulo ngokukhawuleza kwanefanelekileyo.
4. Uxinzelelo olungeyomfuneko lubekwa kumacandelo olawulo lwabasebenzi (HRM) kumanqanaba ahlukeneyo kwaNdlunkulu xa kuthi kufunyanwe imibuzo emininzi efanayo nevela kwiziko elinye. Ngako oko ke iya kuthakazelelwa kakhulu into yokuba abaphathi babasebenzi banganolawulo kwinani lemibuzo baze bayigqithise imibuzo ebhaliweyo kuloo macandelo afanelekileyo nekungumsebenzi wawo ukunika impendulo, njengoko kuchaziwe kule setyhula ixelwe ngentla apha.
5. Le mibuzo ingahanjiswa ngokugqithiswa kwinkqubo yamagosa angoonoposi nge-imeyili (e-postmaster system), necaciswe kwiSetyhula 165/2003 yeSebe leMfundo leNtshona Koloni, yomhla we-8 Agasti 2003. Le nkqubo inika unxibelelwano ngendlela yembalelwano olukhawulezileyo nolulawulekayo ngaphakathi kwi-WCED.
6. Yonke iposi eziswa ngesandla, nokuba kungekhuriya okanye ngowenzelwa iinkonzo, mayifakwe kwiibhokisi ezise-Walk-in Centre kumgangatho wesi-2 eGrand Central Towers, okanye kwiibhokisi ezikwiifoya ekungeneni kwesi sakhiwo ngecala le-Parliament Street nangelase-Plein Street. Iposi iyakhutshwa qho yonke imihla kwezi bhokisi ize ithathwe isiwe eRejistri ukuze ibhaliswe kwikhompyutha, ihlelwe, ize ihanjiswe ngoko nangoko. Iposi eziswe ngesandla kwaNdlunkulu mayingaze naphantsi kwayiphi na imeko igqithiswe kumagosa akuloo macandelo, njengoko oku kuya kukhokelela ekulibazisekeni mhlawumbi nasekulahlekeni kwamaxwebhu.
7. ISebe i-WCED liseke iziko leefoni (call centre) lokusingatha imibuzo ebhekiswa kwicandelo lolawulo lwabasebenzi (HRM). Inombolo yeli foni yeziko yile: 0861 923322 kwaye kungaqhagamshelwana nalo ukuqala ngo-07:30 kuye ku-17:00 ukususela ngoMvulo ukuya ngoLwesihlanu. Abenzelwa iinkonzo bangashiya imiyalezo yabo kwi-voicemail emva kwamathuba omsebenzi neya kuthi iphendulwe kwisithuba seeyure ezingama-24, ngaphandle kwangeempelaveki. Eli Ziko leFoni lincedisana nemisebenzi yeziko lemibuzo le-WCED i-Walk-in Centre kunye neyeziko lewebhu.
8. Iiyure zokusebenza zeziko i-Walk-in Centre ziqala ngo-07:00 ukuya ku-17:00 ukususela ngoMvulo ukuya ngoLwesihlanu. Umqeshwa oze kwiziko i-Walk-in Centre ngexesha lomsebenzi makaveze ileta evela kwinqununu yakhe okanye kwisuphavayiza yakhe egunyazisa oko kuhambela kwakhe. Bonke abantu abazizela ngokwabo kwaNdlunkulu ngokunxulumene nemicimbi yezolawulo lwabasebenzi mabaphelele e-Walk-in Centre, bangadluleli phambili.
9. Sinqwenela ukukhumbuza abenzelwa iinkonzo ukuba iziko lewebhu le-WCED likwabonelela ngengcaciso engemicimbi emininzi esoloko isingathwa liziko i-Call Centre. Idilesi yeziko lewebhu yile: http://wced.wcape.gov.za

Iinkonzo ezifumanekayo kwiziko lewebhu zibandakanya ezi zilandelayo:

  • Inkonzo yokulanda umkhondo kwiinkqubo zokuqesha ootitshala

  • Iziko ledatha lootitshala abafuna ukuqeshwa

  • IziThuba zeNgqesho eziPapashiweyo

  • IiSetyhula neeNgcaciso ezimfutshane

  • Amaxwebhu aqulethe ingcaciso ejongene ngokungakumbi nezobudlelane emsebenzini kunye nophuhliso lwabasebenzi.

10. Kuza kuqhutyekwa nokwandiswa kweziko lewebhu ukuze lincedisane nala maziko ethu i-Call-Centre ne-Walk-in Centre, ekwenzeni umsebenzi wawo.
11. IProgram yeMpilo Qete yaBasebenzi beSebe leMfundo leNtshona Koloni (WCED’s Employee Wellness Programme) nayo ibonelela ngeeyure eziyi-24, iintsuku ezingama-365 zeenkonzo ezingahlawulelwayo zokunika iingcebiso kubasebenzi abafuna iingcebiso ngokuyimfihlo (confidential advice) kwimicimbi emalunga nokulawula ubomi efana nale ilandelayo: uxinzelelo, imicimbi yemali neyomthetho, ubudlelane nabanye abantu, usetyenziso gwenxa lweziyobisi, imicimbi yosapho, imicimbi yempilo, imiba yomsebenzi nokuswelekelwa. Inombolo yoqhagamshelwano yile: 0800-2044-81.
12. Ukusinceda ukuba sinenzele inkonzo ekhawulezayo nenempumelelo ngaphezulu, niyacelwa ukuba nilandele le miyalelo ilapha ngentla, maxa onke. Siya kuyithakazelela kakhulu intsebenziswano yenu.
13. Kucelwa uqinisekise ukuba bonke abasebenzi bazisiwe ngokukule setyhula.
