1. Iphindwe yaqwalaselwa imiqathango yokuqeshwa namalungelo ahamba nenkonzo (service benefits) abaqeshwa beNkonzo kaRhulumente ababeqeshwe ngamathuba asikelwe amaxesha athile kwizithuba ezisisigxina ezixhaswa ngemali ezazingenabantu (vacant substantive posts) ngaphambi kwe-1 Apreli 2005.
2. Le setyhula isebenza kuphela kubaqeshwa beNkonzo kaRhulumente ababeqeshwe phambi kwe-1 Apreli 2005 kwizithuba ezisisigxina ezixhaswa ngemali ekwakungekho bantu kuzo abangene ngokusisigxina. Abasebenzi beNkonzo kaRhulumente nabaqeshwe njengamabambela, oko kukuthi, abo baqeshwe ithuba elisikelwe ixesha elithile endaweni yabasebenzi abasisigxina beNkonzo kaRhulumente abangekho msebenzini okanye ababambe okwethutyana kwizikhundla eziphezulu, abo ke bakhutshelwe ngaphandle kule miqathango iqulethwe yile setyhula.

4.1 Amalungelo ekhefu (Leave benefits)
4.1.1 Imiqathango yekhefu ekwiSigqibo 7 sika-2000  nakwisiGqibo 15 sika-2002 se-PSCBC noMyalelo oMalunga neKhefu (Leave Directive) weSebe leNkonzo kaRhulumente noLawulo (Public Service and Administration) womhla we-13 Novemba 2003, iya kusebenza ukususela nge-1 Apreli 2005, kunye nemigqaliselo yokuba ikhefu lokugula eliqhelekileyo liya kunikwa ngokomlinganiselo wethuba elibalwa ukususela kwi-1 Apreli 2005 ukuya kwi-31 Disemba 2005.
4.1.2 Nangona lo mqathango uqala nge-1 Apreli 2005, abaqeshwa abafanelekileyo (qualifying employees) basaza kufaneleka ukuba bafumane inxenye epheleleyo yomlinganiselo olunge kubo (pro rata portion) wethuba lekhefu lokugula eliqhelekileyo leentsuku ezili-12 elisusela kwi-1 Apreli 2005 ukuya kwi-31 Disemba 2005.
4.2 Ibhonasi yeNkonzo (Service Bonus)
4.2.1 Ibhonasi yenkonzo iya kuhlawulwa ngokwemigqaliselo ekhoyo elawula intlawulo yebhonasi elolu hlobo (nanjengoko isebenza kubaqeshwa abasisigxina).
4.2.2 Umhla wokuphunyezwa kwentlawulo yebhonasi yenkonzo yi-1 Apreli 2005. Ayisayi kuhlawulwa ngokuthi iqalele emva (retroactively) kwithuba awathi ngalo loo mntu wangena kwimvumelwano yengqesho.

4.3.1 Amalungelo oNcedo lwezoNyango aya kuhlawulwa ngokwemigqaliselo ekhoyo elawula ukuhlawulwa koncedo lwezonyango olulolu hlobo (nesebenza kubaqeshwa abaqeshwe ngokusisigxina).
4.3.2 Iyaziwa into yokuba uNcedo lwezoNyango luya kuvunywa xa kuthe kwangeniswa ubungqina bokwamkelwa kwisiskim soncedo lwezonyango. Kwisibini esitshatileyo, mnye kuphela kubo omakabe lilungu kwisiskim soncedo lwezonyango, kungabi ngabo bobabini.
4.4 Amalungelo oMhlala-phantsi (Pension Benefits)

4.5 Isibonelelo sokwazi ukuthenga indlu yokuhlala (Homeowners’ Allowance)
4.5.1 Isibonelelo sokwazi ukuthenga indlu yokuhlala siya kuhlawulwa ngokwemigqaliselo ekhoyo nelawula ukuhlawulwa kwesibonelelo esilolu lohlobo (nesebenza kubaqeshwa abasisigxina).

4.6 ImiQathango yokuQeshwa Phantsi kweMvumelwano

4.6.2 Abaqeshwa abasenkonzweni phantsi kwemvumelwano nabathe bamkelwa yi-GEPF ukususela nge-1 Apreli 2006 baya kuqeshwa njengabalingwa isithuba seenyanga ezili-12 ukususela kwi-1 Apreli 2006 ngenjongo yokuba babe nokuqeshwa ngokusisigxina kwezo zithuba zabasebenzi abaqeshwe ngemvumelwano.
5. Izintlu zeziThuba
