1. INGCACISO YOKWANDLALELA
1.1 ISebe leMfundo leNtshona Koloni linovuyo ukwazisa ukuba landile inani lilonke lezithuba elinako ukuzihlawulela ngo-2006 ukuze zisetyenziswe kwinkqubo yemfundo iphela nelandiswe ngezithuba eziyi-292. Ezinye zezi zithuba ziya kusetyenziselwa oku kulandelayo:
  • Ukunika inkxaso kwizikolo ezibizwa ngokuba zezikaNaledi

  • Ukunika inkxaso kwii-EMDC nakwizikolo ezithile ezikhethelwe ukuba ziqalise isiXhosa

  • Ukuqalisa uvulindlela (pilot) ngokusetyenziswa kwabancedisi eziklasini ezikolweni kwiinzame zokuphucula amanqanaba oLwazi lokuFunda nokuBhala lwabafundi.

Ezinye iinkcukacha ngokumalunga noku kulapha ngentla ziya kwaziswa kwezinye iisetyhula ezahlukileyo.

1.2 Izithuba ezabelwe izikolo zikarhulumente eziqhelekileyo zabalwa ngokwemigaqo nemiqathango ekwiNdlela eHlaziyiweyo yoLwabiwo lweZithuba (Revised Post Distribution Model) (RPDM) eyaqhotyoshelwa kwiSetyhula 0143/2002 yowe-15 Novemba 2002 njengeSihlomelo A. Oku kuthetha ukuba kusetyenziswe kwalaa migaqo nalaa miqathango minye yasetyenziswa kulwabiwo lwezithuba zango-2003 ukuya kutsho ku-2005 nango-2006.
1.3 Njengoko kumiselwe ngumthetho, iSebe leMfundo leNtshona Koloni lithetha-thethene ngokufanelekileyo nemibutho yabasebenzi yePhondo ekwiBhunga leMfundo lezoBudlelane emiSebenzini (Provincial Education Labour Relations Council) (PELRC), kwakunye nemibutho yamabhunga olawulo ezikolo eyaziwayo ngokumalunga nezi zithuba zabelwe izikolo zikarhulumente eziqhelekileyo.
2. IMIQATHANGO (IMIGAQO NGOKUBANZI)
2.1 Ngokwemiqathango yeRDPM, izikolo zikarhulumente eziqhelekileyo mazinikwe izithuba zazo ezabelwa iziko ngonyaka phambi kokuphela kukaSeptemba wonyaka ongaphambili. Oku kuthetha ukuba zonke izithuba ezanikwa izikolo zikarhulumente eziqhelekileyo, kwakunye nazo zonke izithuba ezongezelelwayo zenqanaba 1 ezenziwa zakho ngo-2005 ngenxa yokwanda kwenani labafundi ababhalisiweyo okanye ngenxa yeemfuno zekharityhulam zeziko lemfundo, ziya kuphelelwa ekupheleni kuka-2005.
2.2 Izithuba ezenziwa zakho ngenjongo yokukhawulelana nemeko yethutyana (ukongeza phezu kwezo ziboniswe kwizithuba ezisisigxina ezabelwe isikolo) nezanikwa izikolo ekupheleni kuka-2004 ngenjongo yokuba zisetyenziswe ngo-2005 ukwenzela ukuqinisekisa ukuba izikolo ezithile zinomlinganiselo wenani emalifundiswe ngutitshala oyi-33:1 (kwizikolo ezizisekondari) okanye oyi-39,5:1 (kwizikolo zaseprayimari) nazo ziya kuphelelwa ekupheleni kuka-2005.
2.3 Izikolo ziya kwaziswa ngeleta eyahlukieyo ngemeko yazo ngokumalunga nezithuba eziveliswe ngenjongo yokukhawulelana nemeko yethutyana kwiziko elo ngo-2006.
2.4 Kuza kusebenza ukuhlelwa kwezithuba neenkcazo zazo okukwiSigqibo 4/2003 seMvumelwano neMibutho yaBasebenzi ekwiBhunga leMfundo lezoBudlelane emiSebenzini (ELRC Collective Agreement 4/2003  [ubukhulu: 340 KB]) ngokumalunga nolwabiwo lwezithuba.
2.5 NgokweSigqibo 4/2003 seMvumelwano neMibutho yaBasebenzi ekwiBhunga leMfundo lezoBudlelane emiSebenzini (ELRC), izithuba zeenqununu, ngaphandle kwezithuba zeenqununu u-P1 ezikwisithuba ngoku senqanaba 2, ziye zabekwa kwisithuba senqanaba 4. Imigaqo yohlelo ngokumalunga nezithuba zeenqununu ayikaphethwa kwi-ELRC yaye ngenxa yoku zonke izikolo mazigcine iintlelo zezithuba zazo zango-2003 de kukhutshwe esinye isaziso.
2.6 UKUBALWA KWAKHONA KWENANI LEZITHUBA EZABELWE IZIKO

Lilungelo leSebe leMfundo leNtshona Koloni ukubala kwakhona inani lezithuba ezabelwe iziko ukuba kuye kwafunyanwa ukuba kukho nayiphi na ingcaciso engachanekanga.

2.7 UKUNCIPHA KWENANI LOBHALISO NGOSUKU LOKUQALA LWESIKOLO: 2006
2.7.1 Kwimeko apho linciphileyo inani lobhaliso lwabafundi xa zivulwa izikolo ngo-2006, o.k.t. apho inani lobhaliso lwabafundi ngosuku lokuqala lwesikolo lingaphantsi kwenani labafundi (ngokwamanani esaveyi eyenziwa qho ngonyaka yango-2005) eliboniswe kwizithuba ezabelwe iziko elo ngo-2006, zinokuzaliswa kuphela kangangoko kulingana nomlinganiselo wenani labafundi emalifundiswe ngutitshala kwizithuba ezabelwe iziko elo ngo-2006.
2.7.2 Oku kulapha ngasentla kuthetha ukuthi, ukuba lithi inani lezithuba ezabelwe isikolo ngowe-2006, ngokususela kwinani lesaveyi eyenziwa qho ngonyaka yango-2005 yabafundi abali-1000, libonelele ngezithuba ezingama-30 (enika umlinganiselo wenani labafundi emalifundiswe ngutitshala ongu-33.33 ngokumalunga nesikolo esichaphazelekayo) lize inani lobhaliso lwabafundi kusuku lokuqala esikolweni ngo-2006 libe lingu-920, inqununu inokuzalisa ama-28 ezithuba kuphela, o.k.t ama-920 ohlula-hlulwe ngo-33.33 abe ngu-28 (27.60). Izithuba ezibini ezishiyekileyo ziya kutshitshiswa zize zabelwe ezinye izikolo apho kuye kwakho ukukhula khona kwamanani.
2.7.3 Iinqununu mazixele nakuphi na ukuhla kwamanani abafundi ababhalisiweyo kumphathi wesekethe ochaphazelekayo lungadlulanga usuku lweshumi lwesikolo ngo-2006.
2.7.4 Lo mqathango okhankanywe apha ngasentla AWUSEBENZI kwizikolo apho ZONKE izithuba ezikhoyo zizaliswe ngootitshala abasisigxina. Nakuba kunjalo, ukuba kuthi kuvuleke isithuba ngenxa yaso nasiphi na isizathu, kuya kusetyenziswa lo mqathango olapha ngasentla.
2.8 UKUNCIPHA KWENANI LOBHALISO NGETHUBA LOKUQHUBEKA KONYAKA U-2006

Lilungelo leSebe leMfundo leNtshona Koloni ukutshitshisa izithuba zenqanaba 1 ukuba kukho ukuhla kwamanani obhaliso lwabafundi esikolweni ngethuba lokuqhubeka konyaka u-2006. Kwiimeko ezinjengezi ootitshala abaqeshwe ngokungesosigxina (temporary capacity) baya kutshintshelwa kwizithuba ezikwamanye amaziko. Ngako oko ke ziyacelwa iintloko zamaziko emfundo ukuba zibaxelele ootitshala abaza kuqeshwa ngokungesosigxina xa begayelwa ukuqeshwa ezithubeni, ukuba baya kuqeshwa phantsi komqathango wokuba baya kutshintshelwa kwamanye amaziko xa kutshitshiswa izithuba ngenxa yokuncipha kwenani lobhaliso lwabafundi.

2.9 UKWANDA KWENANI LOBHALISO NGO-2006

Izicelo zokudalwa kwezithuba ezongezelelweyo ngenxa yokwanda kwenani lobhaliso lwabafundi mazingeniswe kwiSebe leMfundo leNtshona Koloni ngokungqinelana neSetyhula 0011/2003 yowe-16 Januwari 2003, ukuze ziqwalaselwe ngulo Head: Subdirectorate Provisioning (Directorate: Personnel Management (Educators)).

Kucelwa niqaphele ukuba ubhaliso lwabafundi, esisusela kulo isicelo sokongezelelwa izithuba, luya kungqinisiswa ngokutshekisha ubhaliso lwabafundi olo njengoko luboniswa kwiSistim yoKulandela aBafundi (Learner Tracking System –LTS). Ukuba kuye kwakho ungangqinelani kwamanani phakathi kwala manani obhaliso mabini (akwisicelo nakwi-LTS) kuya kusetyenziswa lawo akwi-LTS.

3. IZITHUBA EZABELWE AMAZIKO NGO-2006
3.1 UKWANDA KWINANI LEZITHUBA

Kwimeko apho kuye kwakho ukwanda kwinani lezithuba zootitshala, izithuba ezitsha eziye zavela zinokuzaliswa ngolu hlobo lulandelayo:

3.1.1 Ngokumatanisa (by matching) izithuba ezilingana nezo bakuzo ootitshala abangaphezu kwemfuneko baze bafakwe kwezo ndawo (Makuqatshelwe ukuba le yinkqubo eqhubeka okokoko nekhethwa kuqala ngaphezu kwaleyo yokupapashwa kuluhlu lwezaziso zezithuba.)
3.1.2 Ngokupapashwa kuluhlu lwezaziso zezithuba ngenjongo yokuzaliswa ngokusisigxina kwazo (Oku kuthetha ukuba izithuba zenqanaba 1 nezithuba zonyuselo-sikhundleni mazipapashwe ngokukhawuleza kakhulu zakuvela.)
3.1.3 Ngokuqeshwa kotitshala ngokungesosigxina okanye babe ngababambeleyo (acting capacity) ngokwemigaqo emiselweyo yomgaqo-nkqubo okhoyo
3.2 UKUNCIPHA KWINANI LEZITHUBA
3.2.1 Kwimeko apho liye lancipha inani lezithuba (o.k.t. apho kutshitshiswe isithuba okanye izithuba), iziko lemfundo lingazalisa kuphela elo nani lezithuba libonisiweyo kuluhlu lwezithuba elizabelweyo. Ngako oko ke oku kuthetha ukuba iziko lemfundo alinako konke konke ukuzalisa ngaphezu kwenani lezithuba elizabelweyo.
3.2.2 Ukuba kuthe kwakho inani lootitshala abaqeshwe ngokusisigxina elingaphezu kwenani lezithuba ezabelwe elo ziko, elo ziko alinako ukuphinda liqeshe abanye ootitshala nokuba ngaba kungokusisigxina okanye ngokungesosigxina.
3.2.3 Ziyakhunjuzwa kwakhona iintloko zamaziko emfundo ukuba iSebe leMfundo leNtshona Koloni aliliniki iziko ootitshala abambeleyo apho bangaphezu kwenani lezithuba ootitshala abaqeshwe ngokusisigxina kulo.
3.2.4 Ootitshala abaqeshwe ngokusisigxina mabavakaliswe njengabangaphezu kwemfuneko ngokweSigqibo 2/2003 seMvumelwano neMibutho yaBasebenzi ekwiBhunga leMfundo lezoBudlelane emiSebenzini (ELRC Collective Agreement 2/2003  [ubukhulu: 136 KB]).
3.3 UKUZALISWA KWEZITHUBA EZIPAPASHIWEYO
3.3.1 Zonke izithuba esele zipapashwe kuluhlu lwezithuba lwesebe zingazaliswa ngokusisigxina ngokuxhomekeka ekubeni isithuba eso sikho kwinani lezithuba ezabelwe iziko ngo-2006.
3.3.2 Ukuba kuthi kanti isithuba asikho kwinani lezithuba ezabelwe iziko ngo-2006, elo ziko alinalungelo leso sithuba yaye kuya kuthathwa ngokuba sipapashwe ngempazamo.
3.3.3 Umqathango ekuthi ngawo isithuba esipapashiweyo sibe nokuzaliswa kuphela xa singazi kudala omnye utitshala ongaphezu kwemfuneko, usaza kuhlala usebenza.
3.3.4 Ukuba zithi iintloko zamaziko emfundo kunye namabhunga olawulo zibe noluvo lokuba inkcazo yesithuba esipapashiweyo ayisazanelisi iimfuno zekharityhulam zelo ziko, zinokucela ukuba iSebe leMfundo leNtshona Koloni lisithathe eso sithuba njengesipapashwe ngempazamo. Isicelo esilolu hlobo masihambe kunye nenkcazo ebanzi yezizathu ezisixhasayo.
3.4 OOTITSHALA ABANGAPHEZU KWEMFUNEKO
3.4.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in excess status). Imeko yaba titshala iya kusingathwa ngokulandela izivumelwano nemibutho yabasebenzi ekwiBhunga leMfundo lezoBudlelane emiSebenzini.
3.4.2 Aba titshala bangaphezu kwemfuneko (funda umhlathi 3.4.1) banokufakwa ezithubeni ezabelwe amaziko ngokutsha ngokuthi kumataniswe (by matching) izithuba ezilingana nezo bakuzo baze ke baqeshwe apho kuzo (khangela umhlathi 3.1.1).
3.4.3 Njengoko kucacisiwe kumhlathi 3.2.4 apha ngasentla, ootitshala abaqeshwe ngokusisigxina mabavakaliswe njengabangaphezu kwemfuneko (in excess) ngokweSigqibo 2/2003 seMvumelwano neMibutho yaBasebenzi ekwiBhunga leMfundo lezoBudlelane emiSebenzini (ELRC).
3.5 UKUHLAZIYWA KOLWABIWO LWEZITHUBA ZAMAZIKO NGO: 2006
3.5.1 ISebe leMfundo leNtshona Koloni labele iqela lezithuba elinokuzihlawula amaziko aphantsi kwalo ngokulandela ngqo imiqathango ekwiNdlela eHlaziyiweyo yoLwabiwo lweZithuba (Revised Post Distribution Model) (RPDM) (khangela kumhlathi 1.2 apha ngasentla), ngakumbi ngokumalunga nezinto kunye neefomula ezikhankanywe kule ndlela. Ezi zinto nezi fomula ziye zatshekishisiswa ncam ukwenzela ukuqinisekisa ukuba kungabikho sikolo sibekwa engxakini ngokwe-RPDM.
3.5.2 Nakuba kunjalo, iSebe leMfundo leNtshona Koloni liyayiqonda into yokuba kunokwenzeka ukuba kubekho iintloko zamaziko emfundo eziqwenela ukuba kuhlaziywe ulwabiwo lwezithuba zamaziko azo ngenxa yokuba kuye kwakho iinguqu ezizodwa kakhulu (exceptional changes) kwiimeko zamaziko azo. Kwimeko enjengale makungeniswe izicelo ezixhaswa zizizathu ezivakalayo kwiSebe leMfundo leNtshona Koloni ukuze ziqwalaselwe ngulo Head: Subdirectorate Provisioning (Directorate: Personnel Management (Educators)).
4. IMIBUZO

Imibuzo ephathelele kule setyhula (imiqathango njl. njl.) mayibhekiswe kubaphathi beesekethe.

5. IZINTO NGOKUBANZI
