A key focus of the Western Cape Education Department (WCED) is the development of strong literacy and numeracy skills. |

All assessment for Level 1 will be done at the site of learning. This should consist mostly of formative assessment that will assist learners in a developmental manner. |

The WCED will support the assessment of Levels 2 and 3 in 2005. |

Level 2 will focus on the fundamentals: Language, Literacy and Communication and Numeracy. |

Level 3 will focus on the fundamentals: Language, Literacy and Communication and Mathematics. |

Site-based assessment (SBA) |
2.1 |
|
The site-based assessment component constitutes 80% of the total mark for Levels 2 and 3. All evidence from SBA must be placed in a portfolio and handed to the EMDC curriculum adviser for moderation. |
2.2 |
|
The learner portfolio should contain a minimum of four items. |
3.1 |
|
The external assessment for Level 2 will be in the form of a common task for assessment (CTA). |
3.1.1 |
|
This CTA will consist of a variety of tasks that can be carried out at the learner’s own pace during the period 10 October to 28 October 2005. |
3.1.2 |
|
The CTA will constitute 20% of the total marks for Level 2. |
3.1.3 |
|
The theme for the CTA will be "Participation as a responsible citizen in my community". The unit standards and outcomes used for setting the CTA are provided in Addendum A. |
3.2 |
|
An externally set common examination will be conducted for Level 3. |

The unit standards and specific outcomes used in setting the examination are provided in Addendum A. |
3.2.2 |
|
The examination for Level 3 constitutes 20% of the final mark. |
3.2.3 |

This examination must be internally administered and marked. The EMDC officials will moderate the final marks. |
3.3 |
|
Centres will be responsible for providing learners with a report at the end of the learning programme. |
3.4 |
|
The WCED will provide statements of results to all qualifying learners in 2006. |
