4. Ukubonelelwa ngendawo yokufundela kwabafundi abakumaBakala 1 - 9
4.1 Ukususela ngoJanuwari 2004 akukho mfundi owandulela iBakala R, o.k.t. ongaphantsi kweminyaka emi-4 neenyanga ezi-6 ngowoku-1 Januwari, makafumane indawo kumasango esikolo sikarhulumente. Abafundi abandulela iBakala R, bangabhaliswa ngabazali babo kwizikolo ezizipri-prayimari okanye kwiikhretshi (crèches) zabucala (ezizimeleyo).
4.2 Xa kuqwalaselwa izicelo zokwamkelwa ezivela kubafundi abafikelele kubudala obunyanzelekileyo bokuhamba isikolo kumaBakala 1 - 9, izikolo zikarhulumente mazingqinelane ke ngoko nale miqathango ilandelayo:
4.2.1 Abafundi abafikelele kubudala obunyanzelekileyo bokuhamba isikolo abakumaBakala 1 - 9 mabakhethwe kuqala ngaphambi kwabafundi beBakala R ngokumalunga nokunikwa indawo yokufundela.
4.2.2 Abafundi beBakala R banokufumana indawo ekumasango esikolo sikarhulumente kuphela xa izikolo zinendawo yokufundela eyaneleyo yokwamkela zonke izicelo zabafundi abafikelele kubudala obunyanzelekileyo bokuhamba isikolo (amaBakala 1 - 9), ngokomgaqo-nkqubo wesikolo wokwamkela abafundi, kuze kube kusekho indawo efumanekayo..

5.3 Ukwenza okulungileyo nokufanelekileyo kwesi sigaba semfundo sibaluleke kangaka, izikolo ezinesithuba sokufundela zinokuqalisa zibhalise abafundi beBakala R ukususela ngo-2005. QAPHELA: ISebe leMfundo leNtshona Koloni aliboneli mali yezithuba zokufundisa iiklasi zeBakala R. Ngokuxhomekeka ekubeni ikho na imali, kungenziwa ibango lokuhlawulwa inkxaso-mali enikwa umntwana ngamnye eyi-R3 ngosuku lwesikolo nenokunikwa elona nani likhulu libe ngabafundi abangama-30 ngeklasi enye.

5.4 Ukulungiselela ukubonelela ngendawo yokufundela efunekayo ngo-2010, ziyacelwa zonke izikolo ezinike okanye eziqeshisele imibutho yabucala indawo yokufundela abeBakala R ukuba ziqalise iingxoxo nabazali kunye nemibutho echaphazelekayo ukwenzela ukuba kwenziwe aba bafundi babe yinxalenye yabafundi ababhalise esikolweni phantsi kolawulo lwebhunga lolawulo, ngokuxhomekeka ekubeni ikho indawo.

6. Ukuphunyezwa kwalo mgaqo-nkqubo
