1. NgokweSetyhula 0108/2002 yomhla wesi-3 Septemba 2002 uyacelwa kwakhona ukuba ukhe unike ingqwalaselo yokwenene umba wokutyumba amagosa okuwongwa ngeli bhaso lilodwa.

2. Linye qwaba ibhaso elinokukhutshwa ngenyanga nganye liSebe leMfundo leNtshona Koloni liphela, nto leyo ethetha ukuba eli bhaso liya kunikwa kuphela umntu othile okanye iqela labantu elithile ngenxa yomsebenzi oqaqambe ngokwenene. Nangona kunjalo, amava exesha elidlulileyo ayingqinile into yokuba kwinyanga nganye kukho ubuncinane umntu omnye okanye iqela labasebenzi elinye elinokuthathelwa ingqalelo ukuze lifumane eli bhaso.

  • Umsebenzi owodwa okanye onzima nobilis’ ibunzi owenziwa, ukongeza kwimisebenzi yesiqhelo eyenziwa ngabo bachaphazelekayo, ngomxhino nokuzimisela okungaphaya kokuqhelekileyo waza wagqitywa ngempumelelo

  • Naluphi na olunye uphuculo, ukonga imali okanye intsebenzo engaphaya kwesiqhelo okanye ukwenza inkonzo ngokugqithisileyo

4. Imilinganiselo yovavanyo nokuveyisha iimeko

5. Njengoko kukhankanyiwe kumhlathi 2, eli bhaso lisenokunikwa iqela labasebenzi. Imiqathango yokufaneleka ukuba liqwalaselwe nemilinganiselo ekuya kuvavanywa ngayo iqela, ayahluke kuyaphi kuleyo isetyenziselwa ukuvavanya umntu omnye. Ukutyunjwa kweqela kwenziwa ngefom emiselweyo ( Isihlomelo III ).

Ukutyunjwa kwamaqela makukhatshwe yinkcazo epheleleyo yemisebenzi (yomntu ngamnye) eyenziweyo ngeli thuba lale nkqubo. Makusetyenziswe Isihlomelo IV ukulungiselela le njongo, nomakubandakanywe, phakathi kwezinye izinto, le ngcaciso ilandelayo

  • Isishwankathelo somsebenzi okanye seprojekthi eyenziweyo

6. Iinkcukacha ngokumalunga nokunikwa ibhaso komntu okanye kwamalungu eqela, zimi ngolu hlobo:
  • Ibhaso eliya kwiqela likhutshwa lisisixa-mali esikhulu esimiselwe yiNtsumpa-Jikelele.

  • Indlela aza kwabelwa ngayo eso sixa-mali amalungu elo qela mayicaciswe kuloo ngxelo yezizathu ezixhasayo

  • Ibhaso eliya kumntu omnye okwiqela labantu malingaze libe ngaphezulu ngexabiso kumvuzo wakhe wenyanga otsalelwa umhlala-phantsi.

  • Eli bhaso likhatshwa sisatifikethi esisayinwe yiNtsumpa-Jikelele.

7. Ukuze la mabhaso abe nokwabiwa ngokufanayo kubaqeshwa beSebe leMfundo eli, umgaqo-nkqubo uthi kuphela ngamagama atyunjwe kwisithili esithile aza kuqwalaselwa kwinyanga nganye. Ukususela ngoJanuwari 2004 kuza kulindelwa amagama abatyunjwa avela kumaZiko ngamaZiko oLawulo noPhuhliso lweMfundo (Educational Management and Development Centres - EMDCs), kwizithili zawo nakwaNdlunkulu ngokwale mihla iboniswe apha ngasezantsi.

8. Kubaluleke ngokukodwa ukuba amagama abatyunjwa angeniswe kwangoko ngako oko ke kucelwa niqinisekise ukuba igama lomtyunjwa wenyanga ethile lifika kule ofisi phambi komhla we-15 wenyanga engaphambili. Umzekelo, amagama abantu abatyunjelwe uMatshi makafike kule ofisi phambi kwe-15 Februwari. 9. Kucelwa niqaphele ukuba bonke abasebenzi benkonzo karhulumente (public service personnnel) abaphantsi kwe-EMDC, nabo bonke abakumaziko emfundo kummandla ophantsi kwaloo EMDC okanye abo bakwaNdlunkulu, bathathelwe ingqalelo ingadlulanga loo nyanga ithile njengoko kuboniswe apha ngasentla. Kukwabalulekile ukuba ukuhluzwa okokuqala kwabatyunjwa kwenziwe kwi-EMDC okanye kwicandelo lomlawuli (directorate level).

10. Iingxelo ezingabo bantu okanye ezingaloo maqela afunyanwe efanele ukutyunjwa mazingeniswe ngaloo maziko emfundo achaphazelekayo kwii-EMDC zawo, apho amagama aya kuhluzwa yikomiti phantsi kweliso lomlawuli kunye/okanye lentloko yezolawulo. Kwakubanje kugqitywe ukwenziwa uhluzo lokuqala, kuya kuthunyelwa iingxelo ezichongiweyo ezivela kumaziko nezo zisuka kubasebenzi abakwii-EMDC, zikhatshwa yingxelo exhasayo yokuba ngubani na okanye liliphi na iqela ekufuneka lifumene ibhaso elo, kwi-Ofisi eJongene naBasebenzi kwaNdlunkulu (Personnel Office at Head Office) apho kuya kwenziwa isigqibo sokugqibela.

11. Makugcinwe iirekhodi ngeengxoxo eziqhubeka ngexesha lenkqubo yokuhluza kwinqanaba le-EMDC okanye lakwaNdlunkulu ukulungiselela eminye imibuzo enokuvela kamva.

13. Ayinakugxininiswa ngokwaneleyo into yokuba isenzo eso masibe sesiqaqambe ngokukodwa ngokwenene ukuze loo mntu okanye elo qela libe nokuthathelwa ingqalelo kweli bhaso.

14. Eli bhaso lisebenza kubo bonke abasebenzi benkonzo karhulumente abakwizikhundla ezingaphantsi kwenqanaba lezolawulo (inqanaba lomvuzo elingu-13). Ukukunika ingcaciso, kuqhotyoshelwe kwiSihlomelo VIII iinkcukacha zabasebenzi abafumana la mabhaso kunyaka ophelileyo. Uyacelwa ukuba wazise okubhalwe kule setyhula bonke abasebenzi abakwiziko lemfundo lakho okanye abakwicandelo lakho.
