1. This circular replaces Circular 135/2002.
2. Each Community Learning Centre (CLC) will receive a letter from the Western Cape Education Department (WCED) annually by 15 December, indicating
2.1 the number of learners for whom the CLC will receive funding
2.2 how many full-time contract positions will be allocated to the CLC.
3. RECRUITMENT OF PERSONNEL
3.1 Staffing CLCs
3.1.1 All posts must be advertised.
3.1.2 The post establishment must be established from the CLC's official financial allocation.
3.1.3 After the interviews have been finalised, the nomination forms and a fully completed CLC 9 form (List of Educators in CLCs) must be submitted to the EMDC for approval.
3.2 Subsidy-per-learner Centre and Combined Model CLCs
3.2.1 It is recommended that all posts be advertised.
3.2.2 After the recruitment and appointment process has been finalised, the CLC 9 form (List of Educators in CLCs) must be completed and submitted to the EMDC.

Qualifications

LEVEL

      QUALIFICATIONS REQUIRED

Levels 1- 2

  • An acknowledged ABET qualification OR a teaching qualification and adult education or ABET experience

  • Competence in reading, writing and speaking two of the official languages dominant in the Western Cape (Afrikaans, English and Xhosa)

ABET Levels 3 – 4
NQF 2 (Grade 10) – NQF 4 (Grade 12)

  • An acknowledged ABET qualification specialising in the learning area to be taught OR a teaching qualification specialising in the learning area to be taught and ABET experience

  • Competence in reading, writing and speaking two of the official languages dominant in the Western Cape (Afrikaans, English and Xhosa)

3.4 Only suitably qualified unemployed educators should be considered for appointment.
