1. The policy in respect of annual leave was announced in Circular 56/2003 of 6 March 2003.
2. In terms of the stipulations of Resolution 7/2000 the annual leave of a particular leave cycle must be used within a period of no longer than six months after the expiry of the leave cycle concerned. As the Western Cape Education Department (WCED) does not have funds available to pay members of staff in lieu of leave not taken, no annual leave may be refused. It should, however, always be borne in mind that service delivery may not be compromised. The drawing up and implementation of an effective leave roster is therefore absolutely essential.
3. It is the employer's responsibility to ensure that employees take leave. Line managers and supervisors are therefore again requested to ensure that employees, with due regard to the operational requirements of the office or division, are given the opportunity to utilise their annual leave.
4. Please bring the contents of this circular to the attention of all members of staff concerned, including those on leave at present, and request them to sign and date the circular.
