1. Learning takes place best where there is a shared effort, interest, support and motivation between the parent, learner and school staff and mutual recognition of the roles and responsibilities of the school towards the child and parent and vice versa.
2. Parents have certain roles and responsibilities towards the school where their children are enrolled and towards their children as learners.
3. The attached guideline document is intended as a management tool to guide heads of educational institutions in informing parents of those roles and responsibilities.
4. The guideline contains information and suggestions that the heads of educational institutions could incorporate into the school brochure, school newsletter or school prospectus. The heads are encouraged to add to the suggestions.
5. Heads of educational institutions should please bring the contents of this circular and the attached guideline document to the attention of all staff, governing bodies and parents with the intention of building meaningful partnerships between the parents and the school.
