1. INTSHAYELELO
1.1 Isibonelelo esitsha nesinobulungisa sokuqeshwa kwabasebenzi esinxulumene naBasebenzi bakaRhulumente saye saziswa ukususela kumhla woku-1 kuOktobha. Izibonelelo ezitsha zezikhundla ziye zakhutshelwa onke amaziko afanelekileyo kwiveki yokuqala kuOktobha 2002, nekungokunje zilawulwa sisiGqibo 7/2002.
1.2 Ngomhla we-13 kuJuni 2002 i-Public Service Co-ordinating Bargaining Council (PSCBC) yaye yamkela umqulu osisikhokelo obizwa ngokuba yiFramework Agreement for the Transformation and Restructuring of the Public Service (Resolution 7/2002). Iinkqubo zokwabiwa nokuzaliswa kwazo zonke izikhundla ezixhaswa ngemali ngurhulumente kwanezo zikhundla zeSebe leMfundo leNtshona Koloni ezitsha nezifumanekayo esezivunyiwe liSebe eli ziye zaziswa kwingqwalasela yawo onke amaqela achaphazelekayo kwiSetyhula 0116/2002.
2. IIHOSTELE EZINXULUMENE NEZIKOLO ZIKARHULUMENTE
2.1 Ukubonelelwa kwaBasebenzi bakaRhulumente beehostele ezinxulumene nezikolo zikarhulumente kwakusekwe kumanani abafundi abasisigxina ababesebhalisele ukuhlala ukususela kumhla woku-1 kuAprili 2001. Iihostele ezibhalise abafundi abasuka ku-1-49 abangabahlali abasisigxina ziya kufumana inkxaso yonyaka yama-R3 500, ngomfundi ngamnye ongumhlali, oku kulungiselelwa ngokukodwa ukuqesha abasebenzi. Le nkxaso iya kwenziwa njengentlawulo eya ezihostele, neya kuthi iqaliswe kwixesha elizayo. Iinkcukacha ezithe vetshe ngokuqaliswa kwezi mali-ntlawulo ziya kwiihostele ziya kunikwa ebudeni bexesha.
2.2 Iihostele ezibhalise ngaphezu kwama-49 abafundi abahlala ezihostele sezabelwe izikhundla ezisisigxina.
3. IIHOSTELE EZINXULUMENE NEZIKOLO ZE-ELSEN

Abafundi abakwizikolo ze-ELSEN badinga inkathalo eyodwa nokunonotshelwa (nurturing). Isibonelelo esihleliweyo (rated allowance) siye senziwa kwicandelo ngalinye lezikolo ze-ELSEN ngokunxulumene nezibonelelo zezikhundla zabasebenzi bakarhulumente ababonelela ngokukodwa ngeenkonzo zokonga (caring services) kusongezelelwa kubasebenzi (beenkonzo zokupheka nokucoca), abeehostele zezikolo zeeprayimari zikarhulumente. 4. IZIKOLO ZEZOLIMO
4.1 Izikhundla ekubonelelwe ngazo kwizikolo zezolimo zisekelwe kwimisebenzi neenkqubo zesikolo ngasinye ezinxulumene nezolimo kwanezinye iimfuno. Imisebenzi yezolimo yezikolo ezithathu eziphantsi kweSebe leMfundo leNtshona Koloni iyahluka kangangokuba zange yenziwe into yokuba kuqulunqwe imigaqo nemimiselo efanayo yokubonelela ngabasebenzi neyayiza kuthi ibonelelane ngokufanelekileyo neemfuno ezifana zodwa zesikolo ngasinye sezolimo.
4.2 Izibonelelo zezikhundla zabasebenzi ezikwizikolo zezolimo zenza ukuba kube nokubonelelwa ngenkonzo yeentsuku ezingama-365 zonyaka neyenziwa ngaBasebenzi bakaRhulumente.
5. IIKHOLEJI ZOBUGCISA
5.1 Indlela yokubonelela ngaBasebenzi bakaRhulumente abanxulumene neekholeji zobugcisa iyafana naleyo yemiqathango yokubonelela ngabasebenzi (personnel provisioning scales) beehostele ezinxulumene nezikolo zikarhulumente.
5.2 Ukuze kube nokukhuthazwa ulawulo oluzimeleyo, kuye kwamkelwa inkqubo ethile yokuhlawulwa kwemali yeehostele ukuze kuhlawulwe abasebenzi abancedisayo. 5.3 Izibonelelo zezikhundla “zeekholeji zobugcisa ezidityanisiweyo” (ezaziwa ngokuba ziiFETI ezintsha1) ziya kuhlaziywa, nje ukuba iiFETI zibe nokuqaliswa ngokupheleleyo. Ngokweli xeshana lenguqu ukubonelelwa kweekholeji ezidityanisiweyo kusekelwe kwizibonelelo zezikhundla ezifanelekileyo nezibanzi zeekholeji zobugcisa ezichaphazelekayo.
6. AMAZIKO OKUGCINA ULUTSHA NAWEMFUNDO, IZIKOLO ZE-ELSEN KWANEZO ZIBONELELA NGEZAKHONO EZITHILE

7.4 Ngenxa yokuqaliswa kwezibonelelo ezitsha zezikhundla (new staffing establishments) kusenzelwa loo maziko/ezo zikolo zichaphazelekayo inani lezikhundla ezikwiklasi nganye ziye zancitshiswa, zandiswa okanye zagcinwa okanye ezo zikhundla zikwicandelo ngalinye lomsebenzi ziye zasekwa ngokutsha okanye zatshitshiswa nya. Umthetho-siseko weLIFO (last in first out), lowo ungene mva uphuma kuqala, usetyenzisiwe ukubhengeza abasebenzi abakwinani elingaphezulu kweliqingqiweyo kwiziko nakwicandelo lomsebenzi ngamnye (kwezo meko kwakho ukuncitshiswa kwenani lezikhundla kwicandelo leziko/kwisikolo esithile).
7.5 Bonke abasebenzi abakwinani elingaphezulu kweliqingqiweyo baya kufumana iileta kungekudala ezingqina imeko yabo yokuba kwinani elingaphezulu kweliqingqiweyo, neziya kuthunyelwa kwintloko yeziko/yesikolo eso. Ngaxeshanye, baya kufumana iSivi ebhalwe ngohlobo oluqingqiweyo (pro forma CV) ukuba bayizalise ukuze ibe nokubuyiselwa kwiCandelo: LezoLawulo lwaBasebenzi (ABasebenzi bakaRhulumente) engadlulanga umhla wama-31 kuJanuwari 2003. Amagama abasebenzi abalinani elingaphezulu kweliqingqiweyo aya kuthi ngokunjalo afakwe kuvimba wengcombolo (kwidathabheyisi) wephondo ukugxininisa ngaphezulu ukusasazwa ngokutsha kwabasebenzi abachaphazelekayo abalinani elingaphezulu kweliqingqiweyo. Abaqeshwa abalinani elingaphezulu kweliqingqiweyo kufuneka bakhuthazwe kananjalo ukuba benze izicelo zezikhundla njengoko ziye zipapashwe kumathuba ngamathuba ngaphakathi kuLawulo lwePhondo lweNtshona Koloni (PAWC) okanye kwiiNkonzo zikaRhulumente ngokubanzi. Bonke abaqeshwa abalinani elingaphezulu kweliqingqiweyo banyanzelekile ukuba bathathe inxaxheba kwinkqubo yokufakwa emsebenzini (absorption)/yokusasazwa ngokutsha nabasebenzi abalayo ngokungekho ngqiqweni ukufakwa emsebenzini/ukusasazwa ngokutsha basiwe kwezinye iindawo baya kuthathwa njengabayekileyo emsebenzini (to have resigned) bengasayi kufumana zibonelelo ezifunyanwa ngabo bayeka ngokuzithandela (severance benefits). IsiGqibo 7/2002 sikwangunyazisa ukuba abasebenzi abalinani elingaphezulu kweliqingqiweyo bathathe inxaxheba ngokubonakalayo (actively participate) kwinkqubo yokusasazwa ngokutsha ukuphepha imeko enokubangela ukuba bathathwe njengabayekileyo kwiiNkonzo zikaRhulumente.
8. IZIKOLO ZIKARHULUMENTE NEZE-ELSEN

Izibonelelo zezikhundla (staffing establishments) ezaye zaziswa ngomhla woku-1 Septemba 2000 (kwisigaba sokuqala) zezikolo zikarhulumente neze-ELSEN azikatshintshwa. Abaqeshwa ababebhengezwe njengabalinani elingaphezulu kweliqingqiweyo ngexesha lesigaba sokuqala sale nkqubo nabangekafumani kufakwa ngokukuko emsebenzini/abangekabi nakusasazwa ngokutsha baya kuhlala begcine imeko yabo yokuba belinani elingaphezulu kweliqingqiweyo. Iileta ezazisa abaqeshwa besigaba sokuqala abalinani elingaphezulu kweliqingqiweyo (excess employees) ngemeko yabo engatshintshanga sezikhutshiwe ngokwenxenye yokulandela inkqubo le. Kufuneka kugxininisiwe ukuba abaqeshwa abalinani elingaphezulu kweliqingqiweyo abakwizikolo zikarhulumente nezeELSEN ngokunjalo kuya kujongwana nabo ngokwemiqathango yesiGqibo 7/2002. 9. IINKONZO EZITHILE EZITSHITSHISIWEYO

Ngenxa yokutshitshiswa kweenkonzo zoKhuseleko nokuNcedisa kwezeNtlalo (Security and Social Auxiliary Services), abaqeshwa abakule misebenzi baye babhengezwa njengabalinani elingaphezulu kweliqingqiweyo. 10. INKXASO KUBAQESHWA ABALINANI ELINGAPHEZULU KWELIQINGQIWEYO
10.1 Ukubhengezwa njengomntu okwinani elingaphezulu kweliqingqiweyo labasebenzi ngamava adandathekisayo emphefumlweni. Iintloko zamaziko, izikolo namacandelo ee-EMDC neOfisi kaNdlunkulu ziyakhunjuzwa ngomsebenzi wazo njengabaphathi ukuba zinike inkxaso ngokweemvakalelo nezolawulo (emotional and administrative support) abaqeshwa ababhengezwe njengabakwinani elingaphezulu kweliqingqiweyo. Indawo yokuqala ekufuneka inikwe inkxaso yeemvakalelo neyezolawulo ishiyeka ilicandelo, isikolo okanye iziko elo kuqeshwe khona umqeshwa okwinani elingaphezulu kweliqingqiweyo. Njengoko uninzi lwabaqeshwa bethu abakwinani elingaphezulu kweliqingqiweyo bengaxhobe kuya phi ngemfundo, ngumsebenzi wabaphathi ukubancedisa ekubanikeni ulwazi ngezi nkqubo zintsonkothileyo, kananjalo nokunika ingqwalasela kwezo meko zibachaphazela ngabanye.
10.2 Abaqeshwa abalinani elingaphezulu kweliqingqiweyo abafuna uncedo loososayikholoji/lokucetyiswa ngenxa yokuba bebhengezwe njengabalinani elingaphezulu kweliqingqiweyo kufuneka bakhuthazwe ukuba baqhagamshelane naMaziko oLawulo noPhuhliso lweMfundo (Education Management and Development Centre) (EMDC), apho abantu abaqeqeshelwe lo msebenzi nale njongo bafumaneka khona.
11. ABAQESHWA BETHUTYANA (PART-TIME EMPLOYEES) (5/8 NABA-6/8 ABAQESHIWEYO)

Njengoko kungekho zikhundla zikhoyo malunga nesi sibonelelo sezikhundla zabaqeshwa bethutyana beSebe leMfundo leNtshona Koloni, abasebenzi abalinani elingaphezulu kweliqingqiweyo bayakhuthazwa ukuba benze izicelo zezikhundla/zezithuba zesigxina ezipapashiweyo ukulungiselela ukuba bafakwe /baqeshwe isigxina. Nabo ngokunjalo mabathathe inxaxheba ebonakalayo kwinkqubo entsha yokusasazwa ngokutsha ngokwemiqathango yesiGqibo 7/2002 ukunqanda ukuba bangathathwa njengabayekileyo emsebenzini.
12. ABAQESHWA BEKHONTRAKTHI (BESIVUMELWANO)
12.1 Ngenxa yokunqongophala kwemali, okwenziwe mandundu kukuqeshwa rhoqo kwenani eliphakame ngokubaxekileyo kwabaqeshwa bekhontrakthi (besivumelwano), iindlela zokuqesha ngekhontrakthi kwizikhundla ezingenabantu, kubandakanywa nezithuba ezitsha ezisisiphumo sokuqaliswa kokusetyenziswa kwezibonelelo zezikhundla zootitshala ezitsha, ziya kuqwalaselwa kuphela kulandelwa inkqubo yokubalasela kumsebenzi (merit). Iintloko zamaziko/zezikolo kuya kufuneka ukuba zingenise izizathu ezibhaliweyo ezixoxelwe ngokukuko ukuncedisa kwinkqubo yokuthatha izigqibo ngokunxulumene nokubonelela ngabaqeshwa beekhontrakthi (bezivumelwano), njengoko imali ejongene nokuphumeza ezi njongo inqongophele. Ukusasazwa ngokutsha kwabasebenzi abalinani elingaphezulu kweliqingqiweyo nabakwizikhundla ezizaliswe ngabasebenzi abakwiikhontrakthi (kwizivumelwano) ezisisigxina kuya kwenza ukuba imali ibe nokufumaneka ejongene nokufezekisa le njongo.
12.2 Uninzi lweekhontrakthi (lwezivumelwano) ezininzi zabasebenzi abasisigxina zaye zaphelelwa ngomhla wama-31 kuDisemba 2002. Ezi khontrakthi, apho kuthetheleka khona, ziya kwandiswa kude kube ngomhla wama-31 kuMatshi 2003 ukuze kungabi nakuphazamiseka nkqubo zokuhanjiswa kweenkonzo. Ngenxa zonke, ukuzaliswa kwezithuba ngokusasazwa ngokutsha/ukufakwa emisebenzini kwabasebenzi abangaphezulu kwinani eliqingqiweyo befakwa kwizikhundla ezingenabantu kuya kwenzeka ngomhla woku-1 kuAprili 2003. Iintloko zamaziko achaphazelekayo kufuneka zingenise isicelo esikhatshwa kukuzathuzela ukuba kwandiswe ixesha leekhontrakthi (lezivumelwano) zabasebenzi abaphantsi kwabo beekhontrakthi. Akuyomfuneko ukuba iintloko zamaziko azifake amaxwebhu amatsha okuqesha abasebenzi bekhontrakthi (besivumelwano). Kufuneka kugxininiswe ukuba imeko nganye iya kunikwa ingqwalaselwa ngokobunjani bayo.
12.3 Bonke abasebenzi bekhontrakthi abasisigxina abaphantsi kwengqesho yeSebe leMfundo leNtshona Koloni ababandakanyeki kwinkqubo yokusasazwa ngokutsha/ukufakwa emsebenzini ngokwemimiselo yesiGqibo 7/2002 yaye bengavumelekile okanye bengenakuqeshwa kwizikhundla ezipapashwe kuluhlu lwezithuba zomsebenzi ezingavuleleke kumntu wonke (closed vacancy lists). Oku kwenzeka ngenxa yokuba kukho abasebenzi abasisigxina abalinani elingaphezulu kweliqingqiweyo kunokuba zifumaneka izikhundla, ngokunjalo nemiqathango ebophelelayo yemali.

14. UKUSASAZWA NGOKUTSHA KWABASEBENZI ABANGAPHEZULU KWINANI ELIQINGQIWEYO

14.3 Ukusasazwa ngokutsha komsebenzi asiwe kwisikhundla esiphezulu akuvumelekile. Umqeshwa okwinani elingaphezulu kweliqingqiweyo onqwenela ukusasazwa ngokutsha asiwe kwisikhundla esitsha kuya kufuneka enze isicelo seso sikhundla xa sesipapashiwe yaye elindeleke ukuba akhuphisane nabanye abazigqatsileyo abasenokufaka izicelo zezo zikhundla. 15. UKUPAPASHWA KWEZIKHUNDLA EZINGENABANTU

ISebe leMfundo leNtshona Koloni kwakhona libongoza bonke abathathi-nxaxheba ukuba bancedise ekufakeni emsebenzini/ekusasazweni ngokutsha kwabasebenzi abaninzi, ukuba asingebi ngabo bonke, abasebenzi abalinani eliphezulu kweliqingqiweyo kweli nqanaba linzima kangaka kumsebenzi wabo.
