1. Amaziko emfundo anikwa amanani ezithuba azabelweyo ezivunyiweyo zango-2004 ngeSetyhula 0182/2003. Le setyhula inika enye ingcaciso eyongeziweyo ngokumalunga nomhlathi 4 wesetyhula esele ikhankanyiwe ngaphambili kwaye ithatha indawo yeSetyhula 047/2003 yowe-10 Matshi 2003.
2. Ukuba iziko lemfundo lidlule kwinani lezithuba elizabelweyo ezivunyiweyo, o.k.t. apho kukho inani elingaphezulu lootitshala abaqeshwe ngokusisigxina kwiziko lemfundo kunelo nani libonisiweyo lezithuba elizabelweyo ezivunyiweyo, elo ziko lemfundo maliqalise inkqubo yokukhetha ukuba sesiphi na isithuba (zeziphi na izithuba) esi(ezi)ngaphezu kwemfuneko yaye ngowuphi na utitshala (ngabaphi na ootitshala) ongaphezu (abangaphezu) kwemfuneko. Ukwenza inani lootitshala lilingane nezithuba makwenziwe ngokungqinelana neMvumelwano neMibutho yaBasebenzi 2/2003 (ikopi yayo iqhotyoshelwe), nokucacileyo okuqulathwe yiyo.
3. Njengoko kubonisiwe kwiMvumelwano neMibutho yaBasebenzi 2/2003, umphathi wesekethe makacele ummeli omnye wombutho wootitshala ngamnye okwiBhunga lePhondo lezeMfundo kwezobuDlelwane eMisebenzini (Provincial Education Labour Relations Council (PELRC) ukuba aze kwakha umkhanyo kule nkqubo. Ubungqina bezimemo (umz. imifuziselo yeziliphu ezibonisa ukuthunyelwa kwazo) babugcinwe kwirekhodi. Yonke imbalelwano mayithunyelwe kwi-ofisi yephondo yemibutho yootitshala echaphazelekayo kwaye yonke ingcaciso esetyenzisiweyo kule ntlanganiso mayenziwe ibe nokufumaneka kuwo onke amaqela akhoyo entlanganisweni. Makunikwe isaziso sokwazisa ngentlanganiso ubuncinane seentsuku zomsebenzi ezintlanu kuzo zonke iintlanganiso.
4. Utitshala okhethwe njengongaphezu kwemfuneko makakuxelelwe oku ngencwadi ebhaliweyo ngumphathi wesekethe (IsiHlomelo A - esiqhotyoshelweyo), ekufuneka emva koko inqununu ixelele ootitshala ngesiphumo. Utitshala okhethwe njengongaphezu kwemfuneko makazalise ifom yeprofayili katitshala (IsiHlomelo B - esiqhotyoshelweyo), aze ayingenise kumphathi wesekethe wesikolo eso, ngokuthi ingeniswe kuqala kwinqununu, nekufuneka yena umphathi wesekethe ayingenise le ngcaciso ikhankanywe apha ngasentla kuMlawuli: WezoLawulo lwaBasebenzi (abangooTitshala) (Directorate: Personnel Management (CS Educators), ukuba ithathelwe ingqalelo nguMnu D Flandorp.
5. Impumelelo yokuphunyezwa kweMvumelwano neMibutho yaBasebenzi 2/2003 iya kuxhomekeka kwintsebenziswano yabaqeshwa namabhunga olawulo ezikolo okanye namabhunga amaziko emfundo. Makukhunjulwe ukuba inkqubo yokuncitshiswa kwenani lootitshala abangaphezu kwemfuneko isoloko iqhubeka nokuba iSebe leMfundo leNtshona Koloni lizimisele ukugcina izakhono ezixabiseke kakhulu zootitshala.
6. Iintloko zamaziko emfundo maziqinisekise ukuba bonke ootitshala kunye nawo onke amalungu ebhunga lolawulo ezikolo okanye amabhunga amaziko emfundo ayayifunda aze ayisayine abhale nomhla ukuvuma ukuba ayakwazi okuqulathwe yile setyhula.
