3. Kusacwangciswa uqeqesho lokuphumeza kwilizwe liphela la macandelo enkqubo, i-apreyizali yophuhliso (DA) nokujonga ubungakanani bentsebenzo (PM). Abakulawulo ezikolweni, iikomiti zophuhliso lwezikolo nootitshala baza kunikwa ingcaciso engaphezulu malunga noku.
4. Kuza kuqhutywa kuzo zonke ii-EMDC iiseshoni zengcaciso zecandelo le-WSE lale-IQMS.
5. Ukuqaliswa ngokupheleleyo kwe-IQMS, okuya kwenza igalelo mpela ekuzalisekiseni umbono weSebe leMfundo leNtshona Koloni othi “IMfundo eseMgangathweni yoMntu Wonke”, kuza kuqala ngoJanuwari 2004.
