1. IMvumelwano neMibutho yaBasebenzi 3/2002 (Collective Agreement 3/2002), engokumalunga neNkqubo yoLawulo noPhuhliso lweNtsebenzo yootitshala abasezi-ofisini, yasayinwa ngumqeshi namaqela amele abaqeshwa kwiBhunga lezeMfundo lezobuDlelwane emiSebenzini (Education Labour Relations Council) ngowe-11 Disemba 2002. Le mvumelwano isisiseko senkqubo yovavanyo lwentsebenzo neza kusetyenziswa ukuvavanya intsebenzo yabo bonke ootitshala abasezi-ofisini, nokumana kunyuselwa imivuzo okuqhagamshelwe kwisiphumo sovavanyo esifunyenweyo. Umjikelo okhoyo ngoku uya kuphela ngowama-31 Matshi 2004, kuze kuqaliswe ngokusetyenzwa kweziphumo ukususela ngo-Apreli kuye kuJuni 2004 ngenjongo yokunyuselwa kwemivuzo (uhlenga-hlengiso lweenotshi) ngowoku-1 Julayi 2004.
2. Ngokwale mvumelwano, bonke abasebenzi abachaphazelekayo baza kuqeqeshwa ngokumalunga nokuphunyezwa kwale nkqubo ukususela ngoJulayi 2003. Iincwadi nezinto zoqeqesho ziya kuba nemilinganiselo nezixhobo eziza kusetyenziswa kule nkqubo yaye iinkcukacha zale program ziza kuthunyelwa kungekudala. Ingcaciso engaphezulu ngamanqabana okumana kunyuselwa imivuzo iza kukhutshwa kwisetyhula eyahlukileyo.
3. Kulo nyaka unyuselo lwemivuzo (uhlenga-hlengiso lweenotshi) yabo bonke ootitshala abasezi-ofisini luya kwenziwa kumntu wonke ngowoku-1 Julayi 2003, kodwa ukuqala ngowoku-1 Julayi 2004 luya kususela kuvavanyo lwentsebenzo yomntu.
4. Kucelwa uqinisekise ukuba okubhalwe kule setyhula kuthathelwa ingqalelo ngabo bonke abachaphazelekayo.
