1. Ngenxa yemibuzo eliqela emalunga nokuphunyezwa komgaqo-nkqubo wesibonelelo sokubambela kwabasebenzi abakula manqanaba emivuzo 1 kuye ku-12, uMphathiswa weNkonzo kaRhulumente noLawulo wenze ezinye izigqibo malunga noku kulandelayo neziqala ukusebenza ngowoku-1 Apreli 2002, (ekungumhla wokuqala ukuphunyezwa komgaqo-nkqubo wesibonelelo sokubambela):
1.1 Abasebenzi ababini, emayibe ngabona baninzi, bangafumana isibonelelo sokubambela ngokomlinganiselo womsebenzi abawenzayo ukuba batyunjiwe ukuba babambele kwisithuba esinye esihlawulwa ngaphezulu esivulekileyo, makuqondakale nje ukuthi
