1. Background
1.1 A learning programme is a programme containing a series of learning activities. The learning programme is a vehicle designed to enable a learner to achieve the learning outcomes defined in the ABET unit standards.
1.2 In ABET Levels 1-4, the purpose of the learning programme is to define what learning should take place. In other words, to determine

  1. what outcomes learners must achieve, and

  2. what knowledge the learners must have to demonstrate the outcomes.

1.3 The learning programme enables educators to plan for effective teaching and learning that is stimulating to learners and relevant beyond the classroom.
1.4 At ABET Level 4, the learning programme should be designed to enable adult learners to exit the programme with a demonstrable and accredited achievement.
1.5 Annexure A provides the ABET educator with an example of a learning programme preparation sheet.

The learning programme preparation sheet has been designed to

  • familiarise the educator with the ABET unit standard titles and specific outcomes.

  • identify the various components of the learning programme (content, methodology, types of assessment, evidence required, resources required and time required) beforehand.

  • provide assistance to educators in identifying the most suitable sequence for the learning programme.

1.6 Annexure B suggests to the management of community learning centres the resources and information that should be made available to educators before the learning programme is designed. All educators must have a file containing the learning programme(s) and the required resources that should be made available to the Centre Manager and/or the Curriculum Advisor on request.
1.7 Annexure C outlines to educators the suggested steps involved in the design of the learning programme.
1.7.1 Annexure D contains the recommended format of a learning programme for use by educators at community learning centres.
2. EVALUATION OF THE LEARNING PROGRAMME
2.1 It is the responsibility of the management of the community learning centre to evaluate the learning programmes designed by the educators for the different learning areas, and to submit a copy of the learning programme to the ABET curriculum advisor for perusal and recommendations.
2.2 It must be noted that it is not necessary for each educator to have a unique learning programme. Educators may collaborate in the development of learning programmes.
2.3 Annexure E contains an example of an evaluation form to guide centre management and educators through the learning programme design process.
3. THE SAQA REGISTERED UNIT STANDARD DOCUMENTS TO USE WHEN DESIGNING LEARNING PROGRAMMES
3.1 It is crucial that centre managers and site co-ordinators ensure that educators use the correct versions or drafts of the unit standard documents when developing the learning programmes.
4. SUPPORT
4.1 The ABET curriculum advisors in the EMDCs are available to provide advice to centre managers and educators should it be required.
4.2 The ABET curriculum advisor will call on the relevant curriculum specialist or the Senior Curriculum Planner: ABET Curriculum when necessary for further support.
