Circular 144/2002 informed all of the above parties that each school is required to have a school development plan by 31 January 2003.

During the period 14 April - 26 June 2003, a team of external monitors appointed by the WCED will visit a random sample of schools in the province to

• monitor the extent to which schools have succeeded in complying with the requirement communicated in Circular 144/2002;

• ascertain the progress being made in implementation of the plans;

• determine the kind of support desired from EMDCs; and

• give advice on the implementation of school development plans and respond to questions.

Monitors will communicate with principals to agree on a date and time for the visit.
