1. Introduction
1.1 During the past year there was an increase in the number of learners sitting for the ABET level 4 examinations and in the pass rate. Congratulations to all concerned for the improved performance in 2002.
1.2 The WCED wishes to encourage learners to write only if they are ready for the assessment, in accordance with the CASS policy of the provincial office.
1.3 Educators are urged to attend and participate actively in the workshops and meetings organised by the EMDC officials.

2. Examination
2.1 In 2003 the WCED will again provide two opportunities for learners to write examinations. Both of these will be national examinations and will be monitored by the WCED, the national Department of Education and UMALUSI.
2.2 The May/June examination commences on 26 May and the September/October examination on 29 September 2003.
2.3 The learning area guidelines that accompanied Circular 0075/2002 will apply to both examinations.
2.4 Educators are advised to use these guidelines, the ABET chief markers' reports of 2002 and previous papers in their preparation of learners for the examinations.

3. Continuous assessment
3.1 The ratio of examination : CASS will again be 50 : 50 and centres are encouraged to develop their portfolios on a continuous basis. The structure of the portfolio is provided in Annexure A of Circular 0075/2002.
3.2 The national office and UMALUSI expect provinces to implement a CASS system that indicates the competency of the learners. The CASS guidelines for 2002 will be applicable to both June and September assessments.
3.3 The learner portfolio should contain a minimum of five items.
3.4 These items should differ from one another and must be based on the learning area guidelines. The items may not only be tests.
3.5 The final mark for all the portfolio tasks must be recorded as a percentage (out of 100).
3.6 The final CASS marks and portfolios will be moderated by the EMDC curriculum advisors and verified by provincial, national and UMALUSI officials.
3.7 It is the responsibility of educators to give each learner a CASS mark and of centre managers to ensure that each learner at the community learning centre has a CASS portfolio for each learning area.
3.8 Centre managers must also ensure that educators maintain a record of all their assessments in their educator portfolios.
3.9 Educator portfolios must contain all the tasks and their assessment tools, and the marks and feedback provided to learners.

4. Mathematics
4.1 In 2002 the national department decided to divide Mathematical Literacy, Mathematics and Mathematical Sciences into the following two learning areas:

      (a) Mathematical Literacy (ML)

      (b) Mathematics and Mathematical Sciences (MMS)

4.2 ML is a fundamental (compulsory) learning area and carries 16 credits. MMS carries 13 credits and is optional.
4.3 There will only be one question paper in June 2003 - Section A will cover Mathematical Literacy while Mathematics and Mathematical Sciences will be in Section B.
4.4 In October 2003, there will be separate examination question papers for ML and MMS, each totalling 100 marks.
4.5 Learners who register for both ML and MMS must have a portfolio for each learning area.

5. General
5.1 Support can be obtained from the ABET curriculum advisors and from curriculum advisors for each learning area at the respective EMDCs.
