1. Issuing of Literacy File

This circular is accompanied by a Literacy File. This file is being issued to every WCED institution and to appropriate persons at EMDCs. A package of printed insertions will follow by post.


2. Purpose of Literacy File

The Literacy File is intended to become a growing collection of resource material for educators and EMDC personnel, aimed at improving learners’ literacy rates and levels. The contents of the file will be supplemented on a quarterly basis with material suited to this purpose, in order to build up a rich and informative resource bank.


3. Management of Literacy File
3.1 While heads of institutions are accountable for delivery of the curriculum, they are requested to appoint a member of staff as Literacy Co-ordinator. This person will take responsibility for maintaining and promoting the file and keeping educators informed of its contents. The file should be made accessible to educators across the curriculum, to help inform and develop literacy practices at the institution.
3.2 The Literacy Co-ordinator must receive the following:
  • The file containing 8 interleaves

  • The initial pack of insertions for the file, which will follow by post. This pack includes a letter to the Literacy Co-ordinator, the index page for the file, and a series of articles as indicated in the index.

3.3 Support in the use of the file and in literacy development will be offered from the EMDCs. Advice in this regard may be obtained from the following EMDC Literacy Co-ordinators:
