The measures regarding the granting of special leave for professional and personal development and for religious observance are as follows:

1. Special leave with full pay may be granted to an institution-based educator
  • to engage in activities aimed at his or her professional development;

  • to engage in activities aimed at his or her personal development where such personal development will also be in the interest of the Western Cape Education Department (WCED) and / or the institution to which the educator is attached; or

  • for religious observance.

2. The total number of leave days granted to an institution-based educator in terms of paragraph 1 above may not exceed 3 working days per annual leave cycle.

3. In the case of applications for leave to engage in activities aimed at the professional/personal development of an educator, the educator must indicate in writing how and to what extent the activities will promote his or her professional development. Where educators are invited by non-governmental organisations, trade unions, etc. to attend seminars, symposiums, workshops, training sessions, etc., then such invitations or copies thereof must be attached to the leave form.

4. Applications for leave by educators must be submitted to the head of the institution for recommendation and submission to the WCED. In cases where heads of the institutions do not recommend the leave, the head of the institution must submit the application for leave together with his/her motivation via the Circuit Manager to the WCED.

5. Applications for leave by the head of an institution must be submitted to the Circuit Manager for recommendation and submission to the WCED. In cases where the Circuit Manager does not recommend the leave, the Circuit Manager must submit the application for leave together with his/her motivation via the EMDC Director to the WCED.

6. Applications for special leave for the above purposes must be submitted well in advance and under no circumstances will applications be considered if such application is submitted/completed after the leave has commenced. In the latter instance leave without salary will be granted to cover the absence from duty of the educator.

7. The attention of educators is invited to the fact that leave applied for will be considered with due regard to the WCED’s service delivery requirements, i.e. the needs of the learners and the institution.

8. Please bring the contents of this circular to the attention of all educators, including those on leave, and have them sign and date it. Principals must ensure that a copy of this circular is given to the chairperson of the School Governing Body for information.

9. You are kindly requested to place a copy of this circular together with copies of the other circulars on leave in a separate file / cover for future use / reference purposes.
