1. The Western Cape Education Department (WCED) in consultation with the employee parties of the Education Labour Relations Council (ELRC) has developed provincial specific leave policy measures within the framework of Resolution 7 of 2000 of the Public Service Co-ordinating Bargaining Council (PSCBC) and Resolution 7 of 2001 of the ELRC.

2. The departmental policy documents are as follows:
2.1 Annual leave measures: Institution-based educators
2.2 Utilisation of annual leave: Office-based educators
2.3 Granting and utilisation of sick leave: Office- and institution-based educators
2.4 Granting and utilisation of maternity and adoption leave: Office- and institution-based educators
2.5 Granting and utilisation of family responsibility leave: Office-based educators
2.6 Granting and utilisation of family responsibility leave and special leave for urgent private affairs: Institution-based educators
2.7 Granting of special leave for professional and personal development and for religious observance: Institution-based educators
2.8 Granting of special leave for study purposes: Office- and institution-based educators
2.9 Granting of special leave for examination purposes: Office- and institution-based educators
2.10 Utilisation of special leave for participating in sport, cultural and other events: Office- and institution-based educators
2.11 Granting of special leave for extraordinary circumstances: Office- and institution-based educators
2.12 Granting and utilisation of unpaid leave: Office- and institution-based educators

3. The National Department of Education also has developed a leave manual (Annexure A) for the implementation of the leave measures for educators within the framework of Resolution 7 of 2000 of the PSCBC and Resolution 7 of 2001 of the ELRC, in terms of an ELRC decision of 12 November 2002 and in consultation with the employee parties. The provincial specific leave policy measures (circulars) have to be read in conjunction with the national leave manual. If the provincial specific leave policy measures of the WCED are in conflict with the leave manual of the National Department of Education, the stipulations of the national leave manual will apply. The leave manual of the National Department of Education is currently only available in English.

4. Directors/Supervisors/Principals are requested to bring the contents of this circular to the attention of all educators, including those on leave, and to request them to sign and date the circulars. Heads of institutions must also ensure that a copy of this circular is given to the chairperson of the school governing body or council for information.
