1. You were informed by means of Circulars 0045/2001 of 15 May 2001 and 117/2001 of 25 September 2001 of the WCED’s electronic communication strategy (E-com Strategy), the system for the electronic dissemination of circulars, and the guidelines for the use of the electronic mailing lists.
2. One of the aims of the strategy is to replace as far as possible with electronic circulars all paper-based circulars to institutions and officials with e-mail facilities. The e-mail system, which enables the WCED to send circulars to schools electronically, is now operational and the majority of officials and schools already receive circulars in electronic format.
3. Therefore, with effect from 1 April 2003, the WCED will phase out the distribution of paper-based circulars to schools and officials with e-mail facilities. Schools which do not have e-mail facilities will still be provided with hard copies of circulars in the language of their preference, until they have e-mail facilities. Should circulars have attachments that cannot be sent via e-mail, hard copies of these will be made available.
4. Schools and officials are therefore kindly requested to check their e-mail on a daily basis in order to remain up to date with the contents of all circulars which apply to them. Schools and officials are also advised to create a folder on their computers for the filing of these circulars. At the end of each school quarter the WCED will make available a list of the circulars issued during the quarter. This will enable schools and officials to check whether they have taken cognisance of all the circulars which apply to them. Circulars will also be published on the WCED web page shortly.
5. The WCED electronic circular system has been developed in such a way that e-mail to non-existing identities, is forwarded to the systems administrator. If, for example, a school address is deleted accidentally, e-mail addressed to that address will be sent to the systems administrator. The system also enables the WCED to check whether schools have opened circulars which were sent to them via e-mail. This will ensure that the school will be informed if e-mail cannot be delivered or has been unopened. Schools which experience problems reading their e-mail or have any queries of a technical nature, may contact the Schools IT Help Desk or the Schools IT Regional Manager serving their district.
