Heads of educational institutions are requested to note the following:

Nominations in respect of the filling of substantive vacant posts with effect from 1 January 2004 are awaited. Please note that the Western Cape Education Department (WCED) has decided that substantive vacant posts may now be filled for a full year. |

Paragraph 3.2 of Circular 0121/99 which deals with schools with a total staff establishment of 20 or more posts, is still applicable, that means that schools with 20 or more posts must fill one post on a contract basis. |

No contract nomination that will cause a net excess at an institution will be approved. |
| 4. |
Application (A2) and nomination (A3) forms in respect of these posts (as well as a Z56 form in the case of a first appointment - see Circular 0243/2003 of 8 December 2003) must be submitted to the WCED as soon as possible (ATTENTION: Mr C. Booysen, Room 934). |
| 5. |
You are again reminded of the importance of the timeous submission of nomination for appointment forms, especially since the Provincial Treasury has decided to reduce payment runs, including supplementary payment runs, to one every two weeks. This implies that the late submission of these forms would cause the late payment of salaries and other service benefits. |
