1. In pursuance of Circular 0139/2003 of 18 June 2003 further directives based on an agreement concluded in the Central Bargaining Chamber, have been received from the Department: Public Service and Administration. The main features of the negotiated amendments are as follows:
1.1 The replacement of the wrist-watch as a thirty-year award with a cash award of R3 000 with effect from 1 April 2003
1.2 The deletion of the requirement of consistently satisfactory service
1.3 The annual revision of the above-mentioned cash amount according to the Consumer's Price Index

2. To give effect to PSCBC Resolution 6/2003 and the stipulations contained in a letter dated 22 September of the Department of Public Service and Administration, the following interim arrangements will apply:
2.1 An employee/educator who completed 30 years` continuous service before or on 31 March 2003 and who, in terms of Part XXVlll of PSCBC Resolution 3/1999, qualified for the wrist-watch, can be afforded a choice between the wrist-watch contemplated in Resolution 3/1999 or the R3 000 cash award contemplated in PSCBC Resolution 6/2003.
2.2 In a case where the employee/educator contemplated in paragraph 2.1 above chooses the wrist-watch, it must be acquired from retail outlets through the WCED`s own procurement process in terms of the directive issued by the Minister for Public Service and Administration.
2.3 Such employee/educator with 30 years' service is not eligible for both the wrist-watch and the cash award of R3 000. In other words, if the employee/educator received a wrist-watch in terms of PSCBC Resolution 3/1999, he or she is not also entitled to the cash award of R3 000, or vice versa.

3. To assist employees/educators in their choice of wrist-watches, should they prefer watches, copies of brochures with the specifications and retail prices of the watches, are attached. Unfortunately it was not possible to obtain colour brochures for all different institutions/components of the Department.

4. Employees/educators who qualified up to 31 March 2003, are requested to complete the attached form in respect of a wrist-watch or the R3 000 cash and to indicate clearly their choice regarding the type and model number of the watches, should they prefer watches. The basic prescriptions in respect of the encashment of 10 days` leave after 20 years` service and 15 days` leave after 30 years` service and the issuing of certificates, remain operative and are fully set out in Circular 216/2003.

5. Completed choice forms in respect of teaching personnel must be forwarded to Mr MK Galant, Room 10-06, and those in respect of non-teaching personnel to Mrs PD Phillips, Room 10-11, Grand Central Towers, at the address indicated on the letterhead.

6. What is of importance in respect of the service requirement is that it must have been continuous service for 20 or 30 years in a government department, at a state or a state-aided school or at a statutory institution of which the functions and personnel were transferred to the Public Service and that the employee/educator must be or must have been appointed under an act governing appointments to posts on the establishments of the aforementioned institutions.

7. The R3 000 cash award is subject to taxation in terms of the current tax legislation.

8. You are requested to inform all staff members under your control who have qualified or will qualify for long-service awards, of the contents of this circular.
