1. Please refer to Circulars 0019/2000, 0041/2001 and 0163/2002.
2. The South African Council of Educators (SACE) has informed the Western Cape Education Department (WCED) that all educators appointed within the borders of the RSA are compelled to register with SACE.
3. Heads of institutions must ensure that an educator from outside South Africa (foreigner) who is in possession of a valid work permit and wishes to obtain a post as educator in South Africa, is registered with SACE.
4. An educator may not be appointed permanently or on contract if he or she is not registered with SACE.
5. In future the SACE registration numbers of registered educators will appear on their salary advice slips. In cases where SACE certificates of registration are not available, a WCED advice slip with the printed SACE registration number on it will serve as proof that the educator is registered with SACE.
6. Application forms for registration with SACE are obtainable from all education management and development centres (EMDCs) . The completed forms must be posted to
