1. The system of recognition of long service in the public sector makes provision for the recognition of
1.1 20 years' full-time, uninterrupted, sustained, satisfactory and dedicated service by awarding an appropriate certificate and the option of converting 10 days of the applicant’s own available vacation leave to cash.
1.2 30 years' full time, uninterrupted, sustained, satisfactory and dedicated service by awarding an appropriate certificate and the option of converting 15 days of the applicant’s own available vacation leave to cash.

2. A person who satisfies the requirements in 1.1 or 1.2 during the period 1 January 2003 to 31 December 2003 may be considered for an award.

3. The system applies to the following:
3.1 All public service personnel
3.2 All educators

4. A person to whom paragraph 2 applies must indicate on Annexure A whether or not he or she wishes to convert to cash the number of days of available vacation leave mentioned in paragraphs 1.1 and 1.2. Once this choice has been made it cannot be changed. Conversion is done according to the person’s salary notch on the date on which he or she qualifies for the concession.
5. The head of the institution (the senior circuit manager in the case of a principal) or the supervisor must complete Annexure B to certify that the applicant has rendered sustained satisfactory service.
6. Please note that the amount received for vacation leave converted to cash is taxable.
7. To enable long service certificates to be prepared and checked, a fully completed Annexure C must be submitted to the Department for the staff on your establishment who qualify during the period 1 January 2003 to 31 December 2003. The name on the certificate will be spelt according to the person’s identity document. If the person wishes it to be spelt in any other way, it must be indicated on Annexures A and C.
8. All heads of institutions and/or supervisors are kindly requested to submit Annexure C, and separate Annexures A and B for each person whose name appears on Annexure C, to the Department by no later than 30 November 2003.
9. The matter surrounding the issuing of watches to educators and public service staff with 30 years' service will be dealt with in another circular.
