Placement tools for Language, Literacy and Communication as well as for Numeracy were provided by the WCED to all Community Learning Centres in January 2002. |

These tools were used by centres to place their new learners at an appropriate ABET level. |

Interviews with new learners |

It is important that an interview be conducted with each new learner before a placement is even administered, as valuable information may be obtained from the interview. |

The interview questionnaire that accompanies the placement tools and instructions should be completed by the interviewer. |

Section A of the interview questionnaire can be translated and the questions may be asked in any language that the candidate requests. |

Section B of the interview questionnaire is used to assess the candidate’s understanding in English and forms part of the Language, Literacy and Communication - English placement tool. |

An instruction manual for the placement process and the applicable memoranda are also attached. |

Once the placement tools have been administered, the results need to be mediated and then recorded on the accompanying Recording form. This form should be made available to curriculum advisors during the moderation process. |
