1. The Western Cape Education Department (WCED) previously registered and funded preprimary learning sites in different categories in terms of the Western Cape Provincial School Education Act, 1997 (Act 12 van 1997), read in conjunction with the relevant regulations and the National Policy on Early Childhood Development (ECD). In order to create uniformity, the procedures for the registration and funding of preprimary learning sites have been amended. The procedures which follow will apply from 1 January 2003.

2. REGISTRATION
2.1 All Grade R (preprimary) learning sites must be registered with the WCED. Preprimary schools or classes which are not officially registered with the WCED must submit their application forms without delay. The principal or owner must sign the application and send it to the relevant EMDC.
2.2 The circuit manager or the ECD curriculum advisor at the relevant EMDC must conduct an inspection afterwards to ascertain compliance with the prescribed criteria relating to the curriculum, the condition of the building(s) and the financial management of the site. The official concerned must then submit a report of his or her findings and make recommendations on the form. These documents must be submitted to the EMDC director, who must forward them together with his recommendation, to the WCED Head Office for consideration.

3. PROCEDURES FOR APPLYING FOR FUNDING AND FOR THE SUBMISSION OF CLAIMS
3.1 APPLICATION FOR SUBSIDY
Application for financial support must be done on Annexures A and B which must be submitted to the relevant EMDC.
3.2 SUBMISSION OF CLAIMS
3.2.1 Copies of the completed claim forms must be submitted to the relevant EMDC for verification on the last school day of each term.
3.2.2 An extract from the attendance register, reflecting the learners’ attendance for the term, must accompany the claim forms.
3.2.3 After the claim forms have been examined carefully, verified and endorsed by the EMDC director (or a person designated by him), they must be submitted to Head Office for payment.

4. All preprimary learning sites in receipt of a subsidy from the WCED must submit an ordinary statement of income and expenditure, drawn up by an accountant, within 6 months after the end of each financial year to indicate how the subsidy has been utilised.
5. All Grade R learning sites in receipt of a subsidy from the WCED must ensure that they have submitted their bank details and are on the WCED’s electronic fund transfer system so that subsidies can be deposited directly to the institution’s banking account.
6. Approval has been granted for the establishment of a uniform system of funding of R3 per learner per day for learners between the ages of 5 and 6 years, to a maximum of 30 learners at all preprimary learning sites with effect from 1 April 2002.
7. Please note that if a Grade R educator earns less than R1 200.00 per month it is recommended that part of the subsidy be used to supplement his or her salary. This will ensure that his or her monthly remuneration is at least R1200.00. The balance must be used to pay other running costs.
