The WCED has, up to now, applied the prescripts contained in Transport Circular Minute No.2 of 1996 to establish which engine capacity vehicles may be hired. |

The National Department of Transport repealed the afore-mentioned circular minute and in terms of the Public Finance Management Act, 1999 (Act No.1 of 1999) as amended and the National Treasury Regulations published in Government Gazette No. 23463 of 25 May 2002, it is the prerogative of an accounting officer to formulate his or her own internal transport policy within the broad framework of the aforementioned policy documents. |

In view of the above, and in order to provide officials of the WCED with suitable transport when hired vehicles must be used, it has been decided that vehicles in the following categories may be hired. |
| 3.1 |
|
For officials below the rank of director: Category A vehicle (1300cc sedan without power steering or air conditioning, but with radio/tape). |
| 3.2 |
|
For directors and chief directors: Category B vehicle (1600cc sedan with power steering, air conditioning and radio/tape). |
| 3.3 |
|
For deputy directors-general and the Superintendent-General: Category C vehicle (1600cc sedan with power steering, air conditioning and radio/tape and more luxurious finishing than a category B vehicle). |
