1. BACKGROUND

The fourth of the eight Critical Outcomes contained in the outcomes-based Revised National Curriculum Statement requires that learners will be able to "collect, analyse, organise and critically evaluate information". This critical outcome, also termed Information Literacy, underpins resource-based learning which, inter alia, involves active interaction by learners with many learning resources.

For outcomes-based learning to take place successfully, it is essential that a wide range of library resource material, in addition to textbooks and readers, should be available daily for use by learners. Access to a range of learning support materials facilitates the development of information literacy skills which empower learners to

  • interpret information so as to create new, individualised knowledge;

  • detect bias, inaccurate and insufficient information;

  • make considered decisions based on analysis and evaluation of relevant information; and

  • think in a multifaceted way.

2. WHAT IS MEANT BY LIBRARY RESOURCE MATERIAL?

Library resource material includes:

  • reference works (encyclopaedias, atlases, dictionaries, etc.)

  • non-fiction works (information or fact books)

  • fiction works (novels, short stories, fables, legends, picture books, etc.)

  • posters and pamphlets

  • magazines and newspapers

  • pre-recorded videos, audiocassettes and CD-ROMS

  • multimedia packages

3. IS THERE WCED FUNDING FOR THE PURCHASE OF LIBRARY RESOURCE MATERIAL?
3.1 The Norms and Standards Funding for Schools makes provision for library resource material (as well as for textbooks and readers). In Circular 138/2003, library resource material is included in the term "other books" (see Annexure A, paragraph 4).
3.2 Circular 0138/2003 stipulates in paragraph 1.3 that all schools must, for "text and other books", allocate at least:

R140 per learner in the primary school grades

R220 per learner in the secondary school grades

3.3 Paragraph 3.2 of Annexure A of Circular 138/2003 stipulates that Form WCED-034 is to be used for requisitioning "text books and other books", which includes library resource material.
3.4 While the deadline for requisitions of "text and other books" for non-Section 21 schools is given in paragraph 3.5 (of Annexure A) as 1 August 2003, it is likely that the ordering of library resource material may require more time. Therefore, the deadline for these schools to submit requisitions for library resource material has been extended to 30 September 2003.
