1. The National Education Labour Relations Council (ELRC) accepted a new salary structure for educators, Resolution 4/2003 ( copy enclosed ), on 10 April 2003.
2. The purpose of changing educators over to the new salary notches with effect from 1 April 2003 is to enable them to share in the benefits of the new post and salary structure. The aim of this changeover is thus not to provide for a salary gain for educators. Educators will also receive an automatic 1% notch adjustment besides the 8,5% salary improvement (inflation adjustment) on 1 July 2003. Note that from 1 July 2004 notch adjustments will be subject to a positive evaluation report. In this regard, and for the sake of completeness, copies of the National Department of Education's letter of 7 July 2003 and the annexure referred to in it, are attached1 for your information.

3. Many of the issues contained in the new post and salary structure need further departmental policy and implementation measures which will be conveyed to you by means of circulars as soon as they have been finalised.
4. Please bring the contents of this circular to the attention of all personnel and governing bodies.
