1. Background
1.1 In order to serve the best interest of ABET learners, it is crucial to ensure that each Community Learning Centre(CLC) offers appropriate curriculum packages that will meet the needs of the learners and the community and provide a pathway for further learning.

2. The ABET L4 (NQF1) learning areas.
2.1 The table in ADDENDUM A indicates the SAQA registered learning areas and the credit value attached to each learning area at ABET Level 4 (NQF1).

3. Purpose / Background to the learning area(s)
3.1 ADDENDUM B provides a brief background and purpose of the various ABET level 4 learning areas.
3.2 The background aims to inform Centre Managers and educators of the relevancy of the learning area when planning a learning event.

4. Suggested packages to access the General Education and Training (GET) Qualification
4.1 The rational for structured package programme for ABET L4 learners is to
  • provide a sound general education that equips learners to choose from a wide range of possible directions in the FET band;
  • to offer the option of a purposeful qualification that leads in a specified direction.
4.2 The tables in ADDENDUM C indicate recommended options.

5. Requirements for offering the different options
5.1 General requirements
When deciding to implement any of the above combinations a Public Adult Learning Centre in conjunction with the relevant Curriculum Advisor have to;
  1. Conduct an initial assessment (placement testing) to ensure that learners registering for the course(s) are placed at the appropriate level.

  2. Ensure that the decided upon options are based on the needs of the learners and the community.

  3. Ensure that the Centre has the budget to implement the decided upon option(s).

  4. Ensure that the Centre has the necessary, qualified educators to implement the decided upon option(s).

  5. Ensure that the necessary teaching and learning facilities and learner support material are available or can be made available for the effective implementation of the decided upon option(s).

  6. Ensure that the learning programmes developed are based on the correct SAQA registered unit standards.

5.2 Special requirements for implementing Tourism

When deciding to implement Tourism the Community Learning Centre needs to:

5.2.1 ensure that the Centre has the capacity (human, physical and financial) to meet the nationally registered outcomes.
5.2.2 be willing and able to develop relationships and partnerships with relevant role-players in the tourism industry.

5.3 Special Requirements for implementing Entrepreneurship

When deciding to implement Entrepreneurship, the Public Adult Learning Centre need to:

5.3.1 Assess the opportunities for learners to venture into sustainable self-employment and job creation, thus contributing effectively towards a growing economy.
5.3.2 Develop partnerships and liase with small business and enterprises in the surrounding community.

5.4 Special requirements for implementing Agriculture

When deciding to implement Applied Agriculture and Agricultural Technology, the Public Adult Learning Centre need to:

5.4.1 ensure that the Centre has the capacity (human, physical and financial) to meet the nationally registered outcomes for Applied Agriculture and Agricultural Technology.
5.4.2 develop partnerships and liase with farmers (subsistence and commercial), farming organisations and other relevant stakeholders in and around the community.

5.5 Requirements for implementing Community Health Care

When deciding to implement Ancillary Health, the Public Adult Learning Centre need to:

5.5.1 Ensure that they have the capacity (human, physical and financial) to meet the nationally registered outcomes for Ancillary Health Care.
5.5.2 Develop partnerships and liase with role-players in the health sector.

6. SUPPORT
6.1 The ABET Curriculum Advisors in the EMDCs are available to provide advice to centre managers and educators should it be required.
6.2 The ABET curriculum advisor will call on the relevant curriculum specialist or the SCP:ABET Curriculum when necessary for further support.
