1. Collective Agreement 3/2002, which concerns the Performance Management and Development Scheme for office-based educators, was signed by the employer and employee parties in the Education Labour Relations Council on 11 December 2002. The agreement forms the basis of the performance appraisal system which will be used to assess the performance of all office-based educators, and the salary progression linked to the outcome of the assessment. The current cycle will end on 31 March 2004, and from April to June 2004 the results will be processed with a view to the salary progression (notch adjustment) on 1 July 2004.
2. In terms of the agreement, all staff concerned will be trained in the implementation of the system from July 2003. The training material will contain the criteria and instruments of the scheme and details of the programme will be sent out soon. More detailed information on the salary progression scales will be provided in a separate circular.
3. This year the salary progression (notch adjustment) of all office-based educators will still take place automatically on 1 July 2003, but from 1 July 2004 it will be based on the assessment of the performance appraisal.
