1. The attached policy document replaces the section on Teenage Pregnancy contained in Circular 0077/98: General Manual for the Suspension and Expulsion of Learners from Public Schools (excluding Public Schools for Learners sent or transferred therereto in terms of The Child Care Act, 1983 (Act 74/1983), and/or the Criminal Procedure Act, 1977 (Act 51/1977)).
2. The previous management guidelines have been amended in order to protect the democratic rights of pregnant learners to have access to education and the same opportunities for development as any other learner eligible to attend school.
3. To ensure agreement with the values of human dignity, equality and freedom as enshrined in the Constitution of the RSA, Act 108/1996, principals and governing bodies are urged to manage learner pregnancy within the guidelines contained in this policy document.
4. Please bring the contents of this circular and the attached policy document to the attention of all staff and parents.
