A. MANNER OF PAYMENT
1. The Provincial Treasury has decided to withdraw all facilities for the generation of computer and hand-written cheques. This decision applies to all departments of the Western Cape Provincial Administration, of which the Western Cape Education Department (WCED) is one. In the case of the WCED, owing to certain unique circumstances, the decision will apply from 1 June 2003 while in the case of the rest of the provincial departments, the decision is effective from 1 April 2003. The Provincial Treasury has already instructed the provincial bankers to dishonour any cheque issued after 31 May 2003.
2. This means that after 1 June 2003 all payments will be effected by means of electronic funds transfers (EFTs) or the nominated account payment facility (NAPS).
3. Each staff member must therefore have a banking account in which his or her salary and other service benefits can be deposited directly.
4. Please refer to Circular 0020/2002 of 14 February 2002 in which attention is drawn to the necessity of depositing all salary and related payments directly into employees’ bank accounts.
5. As it will no longer be possible to issue computer or hand written cheques, no appointment will be processed if a completed Z56 form (see Circular 0020/2002) does not accompany the relevant appointment documents (A2 and A3 forms in the case of educators and Z83 in the case of public service personnel).
6. All staff members, especially those who are still being paid by cheque, are again requested to submit a completed Z56 form in order to make arrangements for their salaries and related service benefits to be deposited directly into their bank accounts.
6.1 In the case of educators, completed Z56 forms must be sent to:

B. FREQUENCY OF PAYMENTS

The Provincial Treasury has also decided that payment runs, including supplementary payment runs, will be reduced to one per week with immediate effect. From 1 July 2003 the payment runs will be further reduced to one per fortnight. This implies that if the nomination for appointment forms or any claim forms are submitted late, payment will inevitably also be late. The importance of submitting appointment and claim forms betimes to ensure the timeous payment of salaries and other service benefits is therefore emphasised again.
