1. The Western Cape Education Department will apply the following criteria when considering the creation of additional educator posts as a result of an increase in the enrolment for 2003 and to provide for the curriculum requirements of schools.
1.1 GROWTH IN LEARNER ENROLMENT
1.1.1 Applications for additional posts will be considered only on the basis of the learner enrolment on the tenth school day of 2003.
1.1.2 Such learner enrolment must be verified by the circuit manager by means of an actual head count of all the school’s learners.
1.1.3 In the application the principal of the institution must confirm that adequate suitable accommodation is available for the additional educators.
1.1.4 Additional posts in respect of doubleshift classes (platooning) will only be considered if prior approval for the implementation of such classes has been given by the Chief Director concerned.
1.1.5 The allocation of additional posts (and substitutes) will not be considered if a school has educators in excess, i.e. where the school already has more permanently appointed educators than the number of posts provided for in its establishment.
1.1.6 Additional posts will be considered on merit, with special emphasis on the number of learners by which the school’s enrolment has increased, and in some cases the global ratio of 35:1 (secondary schools) and 40:1 (primary schools) may be considered.
1.1.7 Despite the measure in paragraph 1.1.6, it cannot merely be taken for granted that a school with a global ratio of 35:1 (secondary schools) and 40:1 (primary schools) will be considered for additional posts.
1.1.8 The circuit manager’s recommendation in respect of the application, as well as his or her certified statement regarding the head count must accompany the application.
1.2 CURRICULUM NEEDS
1.2.1 Applications for additional posts must be fully motivated.
1.2.2 The school’s complete timetable must accompany the application.
1.2.3 The qualifications, especially the major subjects, of all educators (permanent as well as contract educators) must be provided, and an indication must also be given as to why the present educators cannot offer the subject(s) for which the additional educators are required.
1.2.4 Circuit managers must ensure that there are no excess educators in their or neighbouring circuits whose services could possibly be used to provide in the needs of the school concerned. If such an excess educator is identified, the department must be notified and it may be possible to allocate the excess educator, with his or her consent, to the school where the need exists.
2. As it will not be possible to consider applications which do not satisfy the above requirements, principals must ensure that all the relevant information is submitted.
3. Under no circumstances may a principal appoint an educator prior to receiving official approval from the department for an additional post. In the case of an unauthorized appointment, any fruitless expenditure or salary will be deducted from the salary of the principal concerned.
