1. The payment of night shift allowances in circumstances where employees are expected to render service between the hours of 19:00 of a particular day and 07:00 of the next day, is an existing condition of service which was set out in a Personnel Administration Standard (PAS) and for which provision is also made in Resolution 3/99.
2. All staff members who work night shifts on a regular basis are entitled to the allowance which aims to compensate people for the inconvenience attached to working at night. At present the tariff is R1,33 per hour. Staff members who do not work night shifts on a regular basis or who receive a shift allowance are excluded from the payment of night shift allowances.
3. Section and institution heads must ensure that claims are submitted in cases where personnel render night service as the payment of the allowances is not an automatic process. Claims, as well as copies of attendance registers, which have to be certified as correct by heads of sections or institutions, must be submitted so that the personnel office can determine whether and for how many hours payment can be authorised. Although it is a prescribed condition of service, the personnel office still has a control and authorisation function which has to be carried out when claims are submitted.
