SUBJECT: MUTUALLY AGREED SEVERANCE PACKAGE (MASP): CLOSING DATE FOR RECEIPT APPLICATIONS IN RESPECT OF NON-TEACHING STAFF

  1. Circular 0005/2001 dated 23 January 2001 refers.

  2. With specific reference to paragraph 2.4, which deals with the position of Public Service Personnel the following guidelines will apply:

    2.1. All staff members who are declared in excess will be given the opportunity to apply for the MASP.

    2.2. The MASP is targeted at all identified excess staff who cannot be suitably absorbed, as carried additional to the approved establishment of the WCED.

    2.3. Staff members who are not in excess, and who desire to exchange their non-excess status of an employee in excess, who wishes to remain in service, may apply for the MASP. The exchange must take place between equal and/or equivalent post classes.

    2.4. Each application for the MASP will be considered on merit, taking into account:
    • shortages of experienced and skilled staff in critical service areas;
    • Employees of advanced age who desire to leave the service of the WCED, hereby vacancies into which excess staff may be absorbed; and
    • the geographic location of permanent staff who must be transferred to new centre or headquarters.

  3. Because the restructuring process in respect of, inter alia, Public Service staff has not finalised, the closing date for the submission of applications for the MASP has been extend April 2001 (closing date of applications for CS Educators remains 31 March 2001).
