1. Circular 0006/2011 (dated 2011-03-25) notified schools of the Western Cape Education Department (WCED)'s intention to supply Foundation Phase learners with a textbook per learner for each of the following subjects: Home Language, First Additional Language, Mathematics and Life Skills.

2. However, owing to the delay in the development of the National Foundation Phase Catalogue, the WCED has amended its provision plan for Grades 1-3.

3. During 2011, WCED ordinary and special public schools with Grades 1-3 learners will receive the following resources:

  1. Grade 1 Study & Master Mathematics learner books and teacher guides, published by Cambridge University Press. (Schools have received Mathematics textbooks for Grades 2 and 3 and must retain them for continued use.)
  2. Phase 4 schools on the Literacy and Numeracy Intervention will receive Home Language Reading Schemes, published by Oxford University Press (English and Afrikaans) and Nasou Via Africa (Xhosa).
  3. Grades 1-3 classes will receive First Additional Language Reading Schemes published by Reading Matters.
4. In January 2012, the national Department of Basic Education (DBE) will supply Foundation Phase learners with workbooks in Home Language, First Additional Language (English), Mathematics and Life Skills.

5. An electronic version of the approved National Catalogue of Foundation Phase Resources, issued by the DBE, is attached. Schools may wish to use their Norms and Standards funding to augment their Foundation Phase resources for 2012.

6. If Non Section 21 schools wish to purchase resources listed on the National Catalogue of Foundation Phase Resources, they must submit their orders to the LTSM order office by no later than 14 October 2011.
