The administration of applications for learner transport services has become a major concern as projections indicate that the need for Learner Transport Schemes [LTS] in the province is increasing at an alarming rate. The cost to cover this rising priority has become astronomical with the result that stingent procedures and control measures need to be adopted on a continuous basis to streamline the application process. |

Proper planning must be done by principals in conjunction with Education District staff when new learners are enrolled and/or new routes have to be instituted. |

A fully motivated application for learner transport must be completed and submitted to Head Office by a pre-determined due date to ensure that applications are timeously approved and implemented. |

New routes must preferably be instituted at the beginning of a school year, hence the application for a new transport scheme. |

Schools must submit ALL applications for LTS services to be rendered from 1 January 2012 to the Education District Office for the attention of the Deputy Director: Corporate Services on or before 14 September 2011 and the Education District Office must ensure that all the applications are submitted to the Chief Director: Districts (attention: Mr. R Larney) on or before 30 September 2011. Applications that are submitted directly to the Directorate: Institutional Resource Support will be returned to the Education District Office. |

Late applications will not be considered, unless accompanied by an acceptable written explanation. |

After approval has been obtained, the Education Districts will be informed of the outcome. |
8. |
The Education Districts must ensure that all the relevant role players are timeously informed. |
